TO Mr. J.H. Frick FROM J.D. Cantrell August 10, 1972 MINUTES OF BISHOP PLANT OSHA COMMITTEE MEETING AUGUST 7, 1972 MEMBERS ATTENDING: D.R. Burney R.L. Dupree T.G. Glidden W.E. Harrison J. Stemadel H.M. Tomlinson P.A. Turek Noise 1) Mr. Glidden reviewed his noise exposure survey conducted in the Celcon area. Several 115 db exposures were recorded; however, their sources could not be defined since they were not continuous but rather spontaneous emissions; e.g., cleaning with an air hose. The Committee'requested that these locations of 115 db be re-monitored before any recommendations be made. Mr. Glidden expressed some discouragement with operator cooperation in his program. The Committee recommended that Mr. Kolodner, during his seminar with the first line supervisors, emphasize the necessity of cooperation among everyone concerned in order to achieve full compliance with OSHA, not only in the area of hearing, but all facets of the law. Supervision is held res ponsible for employee compliance with the law. 2) The Committee expressed some concern about noise exposure to Maintenance personnel working in the MS Unit when only a portion of the unit is down. Cliff Wilson, the Area Maintenance Foreman, will be requested to wear a dosimeter during the next partial shutdown. Mr. Wilson will be a good candidate to survey noise exposure since he will be in the working area con tinuously. 3) Mr. Glidden and Mr. Burney were requested, for the next meeting, to evaluate and report on ear plugs and ear muffs, in order to update, if necessary, our current practices. 001291 2- Air Contaminants 1) Mr. Dupree reviewed his HCHO emission survey at the Formcel loading facil ities. No data was accumulated for truck loading, since no trucks were loaded, but samples were obtained from railcars loaded with methyl and butyl formcels. O Readings in excess of 12 PPM HCHO were obtained at a location 4-5 feet from the dome. However, the employee is exposed to this level only during the preparations for loading. During the actual loading, administrative controls are exercised and the operator is out of the area. Any further engineering controls would be infeasible. Therefore, to have the employee's exposure within the allowable limit, it is recommended that a respirator be worn during preparations for loading formaldehyde and formcels. 2) Mr. Burney reported on the progress to correct paraform HCHO emission problems Approximately 1/3 of the punchlist items have been completed. These items did not necessitate a unit shutdown. The remaining items will be completed during the shutdown, which is scheduled for August 21, 1972. Sufficient progress has not been made as yet to show any marked improvements. Egress 1) Egress marking for the Celcon area was discussed. The Committee referred to its March 3, 1972, minutes which outlined the policy adopted for egress mark ing in the Chemical section of the plant. Mr. Glidden stated that Celcon will follow the same policy so that the plant will be consistent as to the where and how of egress marking. General 1) Mr. Kolodner will conduct his seminars Thursday, August 10, 1972, 2-4 PM, and Friday, August 11, 1972, 8 - 10 AM and 2-4 PM, in the Plant Cafeteria.
