Cyprus Minerals is involved in the crush ing and pulverizing of talc for cosmetics and baby pouder. Cyprus Minerals has been on-site since 1979. Prior to Cyprus Minerals' occupation of the facility Metropolitan Talc, another talc manu facturing plant uas on-site. Metropolitan Talc was present from 1965 to 1979. In the northeastern and northwestern directions, Cyprus Minerals faces warehouse/manufacturing facilities. In the south eastern and southwestern directions, the plant faces commercial/ residential areas. There have been no known or reported spills or environmental actions which have taken place on-site. Cyprus Industrial Minerals has approximately eleven dust col 1ectors/bin vents for which it reportedly holds New Jersey Department of Environmental Protection air permits. Cyprus Mineral receives rough talc rock which comes to the plant by way of a railroad line. The rock is emptied into a receiving area. A front end loader pushes the rock into the plant via an underground hopper. From this pit, the rock is carried into the plant by a conveyor. It then goes into a crusher. After crushing, the Powder is then sent into a bin to dry. This drier is a gas-fired rotary drier. After the material dries, it then goes to the mill for storage in product bins. From these bins, the material is either bagged, sacked, or distributed in bulk for market. Public Service Electric and Gas provide the heat and electricity to the building. Uater is provided by Middlesex Uater. The domestic waste is treated by a septic system on-site. Based on the site inspection and description of operations Provided by Cyprus Minerals. The Standard Industrial Classification (SIC) number which corresponds to this facility is 3295. This number corresponds to those establishments operating without a mine or quarry and primarily engaged in the crushing, grinding, and pulverizing, or otherwise preparing clay, ceramic, and refractory minerals; barite; and miscellaneous nonmetallic minerals, except fuels. The Environmental Cleanup Responsibility Act (ECRA) is applicable to facilities with this SIC number. 1- - Lehman 02251 b lDSiiflD_BSijliS_r_lniCii3C = The office area of the facility is composed of a tiled floor uhich had no apparent cracking present. No floor drains uere noted. Tuo single air conditioning units are present to provide air conditioning to the office area. No leakage from these units uas apparent. Metal uor k is pr e se n t to support the large steel machinery. No stains uere present on the floor belou the machinery. Talc PDuder uas present on the floor. No floor drains uere Present in the floor. The uarehouse area is used to store the bagged and sacked talc for distribution. The cement floor had no oil stains present and no floor drains uere present. Three compressors are present. The one large compressor, the main compressor, uhich uas leaking had absorbent on the floor belou it to contain the leaking material. No floor drains uere noted in the area. The other tuo smaller compressors are utilized for backup reasons. These compressors had no apparent leakage present. The shop room had no oil stains present on the floor. No floor drains uere noted. Tuo transformers were present in this area. They uere unlabelled as to PC8 content. There uas no apparent leakage Present belou them. Motor oils are stored in the parts room. The drummed materials are stacked in horizontal racks on the wall. The twelve 55-gallon drums (three rows of four across) have thin plastic tubing leading from the drums into small, approximately one-gallon containers. These containers allou more readily, accessible usage of the material. There uas leakage of some material onto a sheet of cardboard uhich uas present belou these drums to absorb any material. Since the amount of leakage is small, this carboard absorbs the leaking that Is present. - The warehouse, a separate shed-type building, is composed of a concrete floor and corrugated steel ualls and roof. The build ing is used as an outside storage facility for crude material, rough rock, and powdered talc. No apparent staining uas present on the floor. The facility is heated by natural gas. Ventilation within the plant/storage area is provided by skylights and an overhead fan Also, ventilation is provided by the open garage doors of the dock areas. -2- I i ! Lehman 022591 IOSBiiDD_BSSijliS_Z_EiiiSiflC : On the northern side of the building, running parallel to the building, is an active railroad line. Present on the track is a bulk car which is utilized in transporting bulk quantities of talc. A drainage ditch runs parallel to this side of the ouilding. Water was present in the ditch. No visible oil sheen was noted on the water' s surface. In the talc receiving area of the plant, is an above ground, 250-gallon steel tank which stores diesel fuel used by the front-end loader. On the western side of the building is a graveled road/parking area. Two dock sites were present on this side of the building. No apparent oil stains uere present on the graveled area. No stains were noted on the building. Beyond this graveled lot, is wooded area. The wooded/grassed area had a ditch that runs through the property. This ditch contained some stagnant water which had no oil sheen on its surface. No drums were noted, only paper wastes such as styrofoam, plastic, glass bottles, and tires were Present. No oil stains were noted on the landscape. On the southern side of the building, is a dock area with a macadam and gravel parking area. No oil staining was apparent. Located at the dock-site are thirteen 55-gallon steel drums. Seven of these-drums were empty. They had previously contained hydraulic and motor oils. The other six drums contained used motor oils. Lion Tii Oil Recovery Inc. comes in to remove these drums. Two five-gallon metal cans present contain methanol which is utilized for laboratory work. A large dumpster is located on this side. The dumpster is covered and, therefore, inaccessible to a visual inspection. No oil stains were noted beneath the dumpster The septic system is located in the southeast corner below a concrete pad* No stains were noted on the concrete pad. In the southeast corner, three transformers, unlabelled as to PCB con tent, are located in a fenced in area. No apparent staining was noted below these transformers. Also located in this corner across the macadam road which leads into the eastern parking area is the shed-like warehouse. This warehouse itself is composed of corrugated steel and has a cement floor. This building is used for the outside storage of crude talc. No staining was present on the floor. Roof runoff from the warehouse flows into a drain age ditch which runs parallel to the building. No apparent oil sheen was seen on the wat er' s surface. In the wooded/grassed area behind the plant, were located broken cement and asphalt blocks, stacked wooden planks, a gar- -3- Lehman 022 G bage can uith paper uastes, and a car door and trailer. Also located uere a metal pipe, and a cardboard box uith dried grass cuttings. No oil stains uere noted on the landscape. On the eastern side of the building, is located a macadam parking lot. Located in the northeastern corner is a telephone pole uith a transformer, unlabelled as to PCB content. There was no apparent staining on the lot belou the transformer. The land scape appeared not to have any oil staining present. No drums uere noted here. Several tires uere stacked up just beyond the parking lot divider.
