Please review the document and provide your comments, including any implementation problems you may forsee, to me by July 10, 1984. The Plan as outlined can be considered to be two pronged: stack sampling and ash sampling. We are requesting that states once again review t h e ir l i s t s of candidate s it e s for stack sampling and ash sampling p a r t ic u la r ly in lig h t of precursors and combustion conditions (see pages 25-31 of Work Plan) conducive to the formation of dioxins. In addition, i t would a s s is t the selection process i f the s it e s are id e n tifie d as being " t y p ic a l" of the source category or an example of "worst case" for dioxin formation. Other considerations, such as like lihoo d of being allowed access to the te st s it e , source scheduled to be tested for other purposes, etc. could be very important and should also be noted. Recommendations for additional source categories and site s to be considered for ash sampling (Table 3-9, page 49) w ill also be appreciated. Please j u s t i f y such recommendations with the rationale for suspecting emissions of dioxins. As mentioned in the Work Plan, the Regional o ffic e w ill be provided with "models" which w ill be representative of each source category targeted. We w ill then be asked to recommend sources that meet the model c r i t e r i a for screening or stack testing.
