Minutes of the May 15 meeting were approved 2. Report on meeting with representatives of the MCA Policy Study Committee Dr. Nale reported that the secretary and.he had met with Messrs. H. S. Bunn, D. S,, Frederick and R. K. Gottshall on October 30. Dr. Nale had described the functions and activities of the Committee as being largely concerned with the preparation of the "medical management" sections for chemical safety data sheets; operation of a medical advisory service; and maintenance of appropriate liaison with other MCA committees. No specific recommendations had been made for changes in the Committee's organization and operation, but it had been sug gested that written rules of organization be prepared. 3. Committee organization and membership In accordance with the request of the representatives of the MCA Policy Study Committee it was agreed to prepare written rules of organization. After some debate it was resolved to reconfirm the decision recorded in the minutes of the May 19, 1960 meeting to limit membership to 8 (although other company representatives are in vited to be present as guests at any meeting). The possibility of introducing some system of membership rotation was discussed, though members generally thought that the number of qualified / CMA 060056 MAC-37 physicians available for committee service is very limited. The chairman then appointed a task group composed of Dr. Sutton (chairman). Dr. Golz,and the secretary, to prepare written rules of organization. It was recommended that the task group should hold a meeting at some convenient time and that copies of its recommendations be mailed to all members prior to the next meeting. 4. SD-18 Ethylene Chloride (revised) -Medical sections complete but technical sections not complete. n-Butyllithium - draft prepared by Metals Safety Subcom mittee to be reviewed by Dr. Sutton. Methyl Chloroform - No progress to report It was then agreed, in accordance with the Committee's policy to review existing data sheets for possible revision, that members should give consideration to the following: SD-21 Nitrobenzene SD-22 Methanol SD-23 Calcium Carbide SD-24 Perchloroethylene (Revision of SD-25, Hydrofluoric Acid necessary) SD-26 Phosphorus Oxychloride SD-27 Phosphorus Trichloride SD-28 Phosphoric Anhydride (revised 1957) not CMA 060057 MAC-38 SD-29 SD-30 SD-31 Ethyl Ether Sodium Cyanide Acrylonitrile It was also agreed that the secretary should notify the Committee whenever it becomes necessary to reprint any existing data sheet so that essential minor corrections can be made. 5. Advance Planning for Legislation It was agreed that advance planning is desirable and that the Committee will cooperate with the MCA staff by (a) nominating persons prepared to appear as MCA representa tives at hearings,, and (b) preparing background material from which statements can be prepared. Action on the two subjects brought to the Committee's attention was then resolved as follows: (a) Bills on humane treatment of experimental animals: no action to be taken since other medical groups will be actively engaged in presenting the medical viewpoint. (b) Radiation workers' compensation: this subject primarily concerns the MCA Nuclear Committee but Dr. Kelly undertook to discuss with Mr. Howard K. Nason the status of the bill, the Nuclear Commit tee's proposed action, and the possibility that assistance from the Medical Advisory Committee may be desirable. 6. General Discussion (a) Dr. Nale expressed some disappointment with the panel session on environmental health at the MCA semi-annual meeting. It had not adequately called attention to the problem. Perhaps more effort should be made to clearly convey to panel participants the intended theme of the pro gram and the part that each is intended to play. Dr. Nale wondered if a panel session on "Executive Health" would be appropriate for the next MCA semi-annual meeting. (b) "Silent Spring During discussion of the effect of this book on public opinion and on the chemical industry, opinions were expressed that it should not be MCA policy to attempt (in print) to counter the various allegations made, since the effect of such action is to draw even more attention to Miss Carson's conclusions. It was, however, considered that the situation should be given careful "full-time" Association attention. MCA's co operation with the National Agricultural Chemicals Association in this matter was briefly described. The secretary agreed to forward copies of "Pesti cide Dangers -- The Fears, The Facts" to all Committee members. 7.
