OPENING OF MEETING AND SELF-INTRODUCTIONS Executive Board Chairman Ed Schiffer will open the meeting with a round of self-introductions. II. APPROVAL OF MINUTES OF MAY 25. 1993 MEETING It is in order to approve the minutes of the May 25, 1993 Executive Board Meeting, a copy of which is found under Tab A. III. FINANCIAL REPORT A. Final Report on FY 1992-1993 Budget A year end financial statement for FY 1992-1993 (the period June 1, 1992 through May 31, 1993) is under Tab B. Mr. Burnett will present the information for review and discussion by the Board. B. Status of Current Expenditures A cash basis statement ending July 31, 1993 is included under Tab C. Messrs. Bailey and Burnett will present that' information for review by the Board. If later information is available by the date of the Executive Board meeting, it will be presented at this time. IV. CHAIRMAN*S REPORT ON SEPTEMBER 7 EXECUTIVE COMMITTEE MEETING Mr. Schiffer will report on discussions held at the September 7, 1993 Executive Committee meeting. V. ISSUES MANAGEMENT REPORT A. Report on Organizational Structure and Activities The Issues Management Committee has met twice since the last Executive Board meeting, June 22 and August 31. Mr. Krause, Chair of the Issues Management Committee, will review current activities. Background information is included under Tab D. B. Potable Water Issue: Kansas Under the direction of the Executive Board, a Vinyl Institute/Uni-Bell PVC Pipe Association project team has CTL008030 2- - been meeting since April 1993 to develop and implement an appropriate action plan responsive to findings by the Kansas Department of Health and Environment regarding levels of VCM in potable water in certain areas of the Doniphan County Rural District that exceed federal regulatory levels. Mr. Krause will update the Board on the issue including actions arising from an August 16 meeting with US EPA officials (the VI was represented at this meeting by Technical Committee Chair Ron McCreedy). Background information is included under Tab D. C. EDC/VCM/PVC Ad Hoc Task Force The EDC/VCM/PVC Ad Hoc Task Force jointly chaired by Frank Borrelli (Chair of the Health, Safety & Environment Committee) and Ron McCreedy (Chair of the Technical Committee) met on July 15 to further refine the action plan presented at the May 25 Executive Board meeting. The ChemRisk study is to be finalized prior to the Board meeting. Mr. Krause and/or Mrs. Scheck will update the Board on the status of this project. Background information is included under Tabs D, F and G. VI. OUTREACH/COMMPNICATIONS ACTIVITIES Mr. Meeker will brief the Board on communications activities that have occurred since the May 25 Executive Board meeting and highlight activities planned during the remainder of the calendar year. Background information is included under Tab E. VII. LEGISLATIVE/LEGAL AND COMMITTEE UPDATES Background reports on the activities of the following three Institute committees along with a legislative analysis and the General Counsel's Report are included in the Briefing Book as follows: Technical Committee Health, Safety & Environment VIGOR Legislative Update General Counsel's Report Tab F Tab G Tab H Tab I Tab J Reports to supplement this information will be provided at this time by staff or counsel as appropriate. CTL008031 -3- VIII.INTERNATIONAL ACTIVITIES A. International Group of Chlorine Chemistry Association and Tripartite Conference Mr. Burnett will update the Board on the two-day October meeting in Brussels of the International Group of Chlorine Chemistry Associations and the Tripartite Conference that is to immediately follow. B. Updates from Associate Members It is appropriate at this time for any Associate member Board representative to discuss significant issues in their geographic areas. IX. UPDATES ON CHLORINE ISSUES AND VINYL INSTITUTE ACTIVITIES A. CCC Activities Mr. Leinhart of the CMA*s Chlorine Coordinating Council or Mr. Burnett will update the Board on significant activities of the CCC. B. international Joint commission Mrs. Scheck will review Vinyl Institute activities and planned initiatives underway related to the October 21-23 Inte'rnational Joint Commission meeting in Windsor, Ontario. Background information is included under Tab L. X. ADMINISTRATIVE ITEMS A. Membership Applications As approved by the Membership Committee, included under Tab K of the briefing book are membership applications from Norsk Hydro a.s. for Associate Membership and from The Geon Company for Full Membership. It is in order that individual motions be made on these applications. Motion: I move that the Executive Board approve the application for Associate Membership in the Institute submitted by Norsk Hydro a.s. as approved by the Membership Committee. Motion: I move that the Executive Board approve the application for Full Membership in the Institute submitted by The Geon Company as approved by the Membership Committee. CTL008032 -4- B. Membership Criteria Mr. Schiffer will lead a discussion on the criteria for membership in the Vinyl Institute. C. Annual Meeting Sites As a result of direction/discussion at the May 2 5 Executive Board meeting regarding the timing and potential location of the 1994 Annual Meeting of the Institute, Pat Benkner prepared the material included under Tab N. Mr. Schiffer will lead a discussion on the information presented. XI. OLD BUSINESS A. California EIR Dr. Gottesman will update the Board on recent activity related to the completion of the Environmental Impact Report on the expanded use of plastic pipe in the State of California. Background information is included under Tab M of the briefing book. B. Other It is appropriate that other old business items not otherwise covered be considered for discussion at this time. XII. NEW BUSINESS It is appropriate that any new business be discussed at this time. XIII. NEXT MEETING/ADJOPRNMENT The next meeting of the Executive Board is scheduled for Wednesday, December 8, 1993 in Atlanta, Georgia.
