Section I - INTRODUCTION
Basa Resources, Inc. / HL Griffen Lease Inspection Date: 03/04/2020
PURPOSE OF THE INSPECTION EPA Region 6 inspector K.W. Sanborn visited the Basa Resources, Inc. oil and gas facility located near Price, Texas on 03/04/2020 for an unannounced inspection. There were no representatives of Basa Resources, Inc. present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations.
FACILITY DESCRIPTION This facility is known as HL Griffin Lease and has the state identification number: RRC No. 06111.
Section II - OBSERVATIONS I observed that there was not a secondary containment area around the tank battery during the inspection. I observed surface damage indicating spill damage from produced water (brine) spills northeast of the tank battery near some nearby trees. I observed a pit near the facility that had a drainpipe and valve on it.
Section III - AREAS OF CONCERN There was no secondary containment.
Section IV - FOLLOW UP EPA water enforcement will refer this to EPA Region 6 SPCC program.
