A, Costello Eew York ' Ellis K..looker New York Shipments of Small Quantities of TEL and Antiknock Compound* June 27, 19A7 Confirming our conversation of June 25th, it has recently come to our attention that several members of your department have authorized the shipment of small quantities of TEL or antiknock compound on the basis which can best be described as professional courtesy* Some time ago a similar problem arose in connection with ship ments from the Detroit Laboratory. As you probably know, most shipments of TEL or antiknock com pound in small quantities come directly or indirectly under the supervision of the Safety Department in order that we may be assured that satisfactory equipment exists for handling the product properly and that individuals who receive material are properly instructed in safe handling procedures. This inevitably involves an inspection of facilities and there are occasions when individuals, because of their professional standing, resent such an inspection on the part of our engineers. We sympathize with their feelings. George Calingaert has handled this problem by establishing the procedure outlined in & memorandum to Dr. Kehoe and Mr. iCaley, dated March 12, 1943, a copy of which is attached. Dr. Kehoe has suggested, that should the Manufacturing Department wish to avail themselves of a similar priviledge, he would like to see a similar procedure established. ' The establishment of a similar procedure on your part would make it unnecessary for this department to take the responsibility in connection with small quantities of material authorized for ship ment by a select group of individuals in the Manufacturing group who, st the same time, would assume the responsibility. \?e would appreciate your comments.
