Steve, I think we're going to need to rework the 2nd to last para. Not sure how yet. It was wrong before and I didn't catch it. NAVSEA does not "procure" AFFF. DLA does. I don't think we can say its DLA's intent. Maybe we can say DoD? Or Navy? Does the January DoD letter support saying that? Or maybe we can reference the June ASN letter. Either way, we need to tweak those words. Let's talk first thing next week.
