GATE YGwN lATTR DATS TmIS LETTER May 22, 1974 In a recent telephone conversation, A1 informed me that two OSHA Compliance Officers inspected Diamond Shamrock's Houston, Texas plant on May 15 and 16, 1974. The Houston facility has been in operation approximately 20 years, and has three or four polymerization rooms. During the inspection, the Compliance Officers thoroughly checked records relating to vinyl chloride. They also inspected areas Vhich were suspected of high exposure levels. A total of fifteen samples were collected utilizing the charcoal trap for ten minutes. Diamond collected samples simultaneously and ran them on the gas chromatograph with the Compliance Officers present. The results from these samples were all below 50 ppm. Diamond has been sampling since June, 1973 and with improve ments, their results have showed only one employee exposed to a level above 50 ppm. Their TWA shows levels are generally under 10 ppm. Diamond was not cited for any vinyl chloride related problems, but expect to be cited for not securing a compressed gas cylinder, and for the lack of charcoal filters on their breathing air.
