Asbestos monitoring during removal of asbestos-containing insula tion at the Technical Center in 1977.
SUMMARY AND CONCLUSIONS
In 1977, 48 air samples, 30 personal, and 18 area samples were taken and analyzed for asbestos during various insulation removal operations. During these operations, respiratory protection was worn by all employees involved. The OSHA Threshold Limit Value (TLV) of two fibers per cubic centimeters of air (f/cc) for an eight-hour Time Weighted Average (TWA) was not exceeded, but we did have two excursions above the Ceiling Limit of 10 f/cc. These excursions can be controlled by stringent adherence to adopted work procedures.
DISCUSSION
On April 25, 1977, water was not used to wet insulation before or during removal in Building 705 and employee exposures were 7.4 and 6.5 f/cc. On October 11, 1977, insulation was removed from Boiler #4 in the 704 Powerhouse. Water was used sparingly and an air hose was used to blow insulation from a crevice resulting in personal exposures of 14.7 and 15.1 f/cc. The latter operation was the only one in which the OSHA Ceiling Limit was exceeded. Due to a short exposure time, the OSHA TLV was not exceeded.
All other operations that were monitored were well within the exposure limits. This emphasizes the importance of using work practices established in the following excerpt from the OSHA standard:

"Wet Methods. Insofar as practicable, asbestos shall be handled, mixed, applied, removed, cut, scored, or other wise worked in a wet state sufficient to prevent the emission of airbourne fibers in excess of the exposure limits."
Due to limited manpower, we have been unable to monitor all operations involving asbestos. However, we should be notified, as far in advance as possible, before every job in which asbestos con taining insulation is removed.
