Asbestos Hot Suits and Gloves These are no longer used, they were replaced with purchase of aluminized ',Nomex`' suits starting in 1973 and completely phased out sometime in 1975 to the best of people's memory in Mechanical. Operations in Petchem also no longer use them; however, they think they stopped using them during the 1960's. 3. Disciplinary Action No one in any of the General Superintendent groups can recall any specific disciplinary action related to failure to follow procedures associated with asbestos handling. 5. Communications There is very little evidence of communications on asbestos handling (excluding pipecoverers) prior to September-October, 1979, at which time R. D. Richard's memo of September 11, 1979, was reviewed with most groups cn the plant. Some examples of earlier communications are: Power Power Dyes 4/26/79 5/03/79 4/79 Communicated policy verbally to outside line gang. Communicated hazards of asbestos and work procedures to entire organization and documented. Results of asbestos building monitoring were com municated to all operators in May, 1979 - partially documented. Documentation of initial and subsequent communications is not present in all cases throughout the plant. Mechanical reviewed keypoints.of MDP-60 with all personnel in February of 1980 and documented. Hazards of asbestos and handling procedure MDP-60 is reviewed annually as part of the respirator training program. We have documented communications with pipecoverers as early as August, 1976 (see Attachment III). ' * 6. Work Rules Mechanical MDP-60 is the work procedure for Mechanical personnel handling asbestos. Preliminary draft was reviewed with Taggers in 1978, and it was issued In January, 1979. Mechanical Area Safety Rules contain a statement that MDP-60 is one of the basic procedures to be followed. Basics of MDP-60 were conmunlcated to all Mechanical In February, 1980, and annually there after to those in respirator training. We have documentations of work rules reviewed with laggers as early as February, 1977 (see Attachment IV). Questions have been raised recently concerning the continued use of this material since it contains a high percentage of asbestos fibers. There is a supply of transite sheet in Miscellaneous Stores stock for the repair of barricades throughout the Plant and you requested the Asbestos Compliance Committee, Mechanical Department, make a determination and recom mendation for the disposition of this material. Transite material, as well as other asbestos-bearing materials, do not present a problem as long as the asbestos fibers are con tained in a binder. Therefore, there is no particular health hazard Involved In routine handling of this material. Since it is a building material that is used as It comes from the vendor and does not normally require a protective coating, no special storage facilities are'required. There is no suitable substitute for transite sheet available on the Plant at this time, but the Cotimlttee has several under consideration for evaluation. The present supply that is on hand at Stores should be retained for future repairs. When a suitable substiJUte is available, then a determination regarding the remaining supply of transite sheet will be made. By copy of this letter the Mechanical Department is advised that transite material is suitable for continued use with the following precautions being ob ing or drilling operation to be performed should material is being wetted in the cutting area. Slenti* letter dated 1/2S/79 (Attachment 11). In September 1979* R. D. Richardson issued a letter requesting that a verbal communication be made to employees exposed to asbestos (see Attachment III). Nitrators contacted 32 people on 10/17/79 on the potential health hazards of asbestos (documentation attached - Attachment IV). All other Aromatics Area Buildings made similar contacts - October 1973 <nc documentation of contacts is available). A verbal communication to Ara operator? was made during 1QSO (see Attachment IV). No d ocumentation of attendance or names was made. What are our work rules for the occupations which address the subject of asbestos precautions and procedures-5 When Has this information communicated to them and how (verbally/written)? Please provide copies of written rules. We need the earliest date of record or that can be supported by the memory of specific individuals. The only time operators in the Aromatics Area encounter potential exposure to asbestos is during the removal of insulation. In January 1880 the following rule was introduced into the Aromatics Area Safety Rules* `Lagging removal by Operating Personnel is prohibited unless the lagging is known not to contain asbestos." Verbal contacts at the Building level are made eac_b year during January regarding the Area Safety Rules. Generally no documentation is kept of such contacts other than (in some cases) a record that such a contact was made. - See also policy established within Nitrator Area in 6/79 (Attachment VI). 3. Please provide specifics of any disciplinary action cases, either formal verbal reprimand or written warnings associated with failure to follow asbestos procedures. Either salary or wageroll.
