West .this morning to chat with him concerning the meeting which Mayor Webb held yesterday relative to '`snog" and pollution in the 3aton Rouge area. Apparently th get-together was an informal one and was held at that particular tir.e because Dr. J. T. Gccdwin, Jr., was in town to give a talk at the nesting of the local section of the American Chemical Society last night. Dr. Goodwin is associated with the Midwest Research Institute which is now doing research work for th Air Follution Foundation of Los Angeles. I get th impress ion in talking with Dr. West that Kiss DuSois was instrumental in getting the group together and that Dr. West was invited because of the work h is r.cw^doing on th Mississippi River Bridge problem. Fresent at the meeting besides the Mayer was Dr. Goodwin, Dr. West, Mss Du3ois, and I believe possibly some member of* the parish lgal staff. I did not learn whether anyone else was present. Apparently Miss Du3ois and th Mayor were interested in what, if any, ordinances should be passed in order to control the pollution problem in Baton Roug ?.nd wished the opinion of Dr. West and Dr. Goodwin on that subject. They both suggested that it was not advisable to draw up ordinances to attempt to control pollution. They felt that insufficient data were available to define the problem, if any, or to permit drafting ar. ordinance which would be of any value in controlling pollution. Dr. Goodwin apparently told the group that what has been done or proposed in Los Angeles and ether areas would not necessarily be of any value or significance in the Bator. Rouge ares. Apparently ths statements satisfied vrysn concerned. ' The rest of the discussion dealt with a possible voluntary meeting of representa tive from all industries in Baton Rouge to discuss the situation in general uid to determine what steps might be taken to minimis air pollution without the use of legal means. Based on statements a-.i? at the meeting the City-Farish government is of tha opinion that 3sso and Bt'r.yl are not contributing significantly to atmospheric pollution in the 3aton Rouge area. It was indicated that gntle hints have already been given to Kai5r and Ideal Cerent regarding the volume of contaminants coming from thir plants. Cne sidelight was that apparently a couple of months ago th Mayor had a personal experience whr. some fine dust settled cut on his house from a alum from cne cf the local industries. Concluding the meeting, th* Mayer indicated h would probably ask Kr. Veorhies or Clint Bond to try to organic* : meeting with all industries represented to just sit down and talk the situation cvr. He apparently had in mind that both large and small industries should b* included in these discussions and that the discussions should include a review cf: (l) what the situation r.cw is, (~) what is being done new, and (3) what can b dsr. in the future to afford greater protection from the contaminants in th air. * BIGIattoxsjm (I learned from.
