The meeting was an unqualified succoss to tho extent that the Board decided to hold a similar meeting in 1950. OOVERMVm RELATIONS OoYermental policies continue to hare a most important bearing on tho conduct of business. Thereforo, much tine has been glren hy the Association to its relations with a number of GoTorment agencies. Among legislation which affected the industry wes a bill to continue the duty suspension on lead beyond dune 30* 19ii9. This Bill was oarer reported out of coanltvee and* therefore* the ckity was restored at that time. -i i A number of bills were introduced in both tha Senate and the House of Representatlres to provide subsidies In one form or another for the mining industry. Tour secretary* with tho authorisation of the Executive Coesittoe* appeared before tha House Public Lands Committee In February* 191*9* in opposition to two of thuso bills introduced by Congressmen Engle and Leak'', both prorlding for production subsidies. Wbjn a bill* S.2105, was Introduced in thu Senate by Senator C'Mahoney, which prorldad for exploration and conserratlon aids, the Executive Committee recognised that at 6 least some of the membership favored the legislation* although in most cases with reservations. The director of Health and Safety delivered addresses at five of these nestings and the secretary at one. A large number of Inquiries were handled, mostly from non-members, ard maiy of these were referred to ua by member*, Among the nost Important activities werei 1. Efforts to obtain repeal of the Maryland Toxic Finishes Law, which proved unworkable and a hardship on anthers and ethers, 2. Efforts through evidence and tests to prove that the use of red lead paint for water atorage tanks is safe, contrary to the opinion exprsssod by a Government agency which placed ita uee for that purpoae in jeopardy. 3. A etudy of lead poisoning case* in Baltimore which modified to soae extent statements of the number of cases made by the Baltimore Health Department. It. Efforts to secure modification of Mew fork State painting regulations relating to protection of workers. 5. A studr of the possibilities of suklng an educational motion picture on plumbism. 6. Preliminary arrangement* with Johns Hopkins University to conduct a *tu<ty of lead poisoning cases in Baltimore as they occur, 7. Preliminary steps, notably in collaboration with the Metropolitan Life Insurance Co., for e program of parental education as the soundest approach to the problem of preventing childhood lead cases. During 1919, members recolved five Lead Q-giene and Safety Bulletins from the Association. BlTXrriKS AXD PUBLICaTIOKS In addition to the oulletlns and publications described under specific pro motional pro yarns the Association Issued the following in 19ii9l Seven Information Bulletins were circulated to member* xe bring new*, article^ patents snd other material to their attention that they Bight not otherwise see. Only two issues of our magazine, LEAS, wjr# published in 19li9 due to the lead shortage prevailing at the beginning of the year. This is cireulsted to over 30,000 users and potential usurs of lead. Later in the year publication quarterly for 1950 was authorised as a result of the changed market conditions. PROMOTIOrOL ACTIVITIES Again because of the lead shortage prevailing late In 1918 when 19li9 budgets wers established, mojt of the Association's promotional activities were operated on a curtailed basis. The Foderal Specifications Board also issued now specifi cations for four typos of red lead paint as a result of several years work with our Red Lead Technicel Committee. The fourth in our serios of Red Load Technical Letters was is rued during th* year and circulated to about 6,000 fornulators, users and apeclfiora of red lead paint. Together with the third letter, published late in 1918, it brought hundreds of requests for additional copies and for assistance. Tho large atmospheric exposure progress started in 1916 required an inspection at all flvtt exposure sites after one year's exposure in the fall of 19U9, This early inspection shows a gonoral superiority of red leed paints, Tho Association also cooperated with the Wavy on two exposure programs started during the year and with the Special Engineering Division of the trey at the Panama Canal In another project. A paper on red lead primers was presented before the Baltimore Paint tnd Tarnish Production Club and subsequently publlshod in the OFFICIAL DIGEST of the Federation of Paint and Tarnish Production Clubs, An article prepared by the staff also appeared in MARINE ENGINEERING and SHIPPDJI REVIEW. Reprints of a paper published by the American Iron and Steel Institute which was particularly favorable to red leed were distributed to over 13,000 people interested in aetal protective paints. A con densation of this paper was prepared end publication secured in DUX AGE. METALLIC LEAD F30XCTS PROGRAM A detailed report of this program was Bailed to Bashers of the Metallic Load Products Division late in 19L9. In general the program was greatly curtailed, oper ating on funds on liand with no new subscriptions being aade because of conditions prevailing when the budget was eg tab] ished in late 1916. Reverthelass, work was continued on pluabing codes. Ss obtained adequate recognition of load plumbing in five national standard plusbing codes and are repre sented on tin eoemittee coordinating these codes. Thi Association also prepared simple amendments which would result in greater use of leal than required ty the national codes for use in cities chore the national codoa are being adapted. Consid erable effort has also been devoted to resisting attenpta to break down local cedes to permit t variety of cheaper, less satisfactory Biterials. Tho Association sponsored a serios of corrosion tests on plumbing soil sad waste materials in which lead was outstanding. The results wore presented in a paper at the annual nesting of the Ancrlcan Society of Sanitary Engineering, which th* Association has had reprinted and distributed to Bombers and wldoly throughout th* plumbing industry. Me have continued to cooperate with the Tederal Bureau of Apprenticeship to foster plumbers' apprentice training classes, to see that they teach lead work and are supplied with lead nit*rial*. Reprint* were obtained for members and our own distribution. Five articles on tho performance of lead in contact with various corrosive chemicals were prepared and appeared in the CORROSION FORUN section of CHEMICAL SN0DEBU1IQ. Six "Chemical Bulletins* were sant to swobers, either reporting on orlginel Investigations of chemical Installation! or transmitting reprint* of articles prepared by the Aseoclatlon. A number of articles on lead for the trade press, the chapter on lead welding for the WilDINj HANDBOOK, and several special reports for members were also prepared. In addition many Inquiries for assistance In tbs use of lead product* war* handled. A complaint waa filed with the Federal Trad# Coomisslon against the use of the name "Plastic Land" for a product containing no lead but competing with calking lead! WHITE LEO mOORAM This program was virtually dormant la 191:9. Step* were taken to liquidate the Educational Service Division In accordance with a decision of its members let* In 19liS. Using only funds already on hand or realized ty the sal# of equipment, servicing of the l,COO paint study cabinets in Vocational Agricultural Schools was continued anl 100 cabinets for use in painters' apprentice training schools were completed and distributed. Permission was given the former director of this Division to reprint our book, PAINTINO FARM BOUDIN2S AND B3UIPUin at his expense and it 1* understood that an additional 15,000 to 20,000 copies have thus gone into escalation. During tba year the secretary bad informal dlscusalons with snbsn who pro duce lead pigments for house paints to see if son* constructive cooperative program could be devised to protect the dwindling market for lead in house paints, using fjnds remaining from the white lead advertising coopaign terminated during the War, These discussions resulted in a direction from the Board of Directors late in 1SU9 to work up a specific plan for consideration of those interested, MISCELLANEOUS 1C71T1TIE3 The Association is frequently called upon for special assistance of both technical and econosic nature. Hundreds of request arc received from architects, eiiginctra and othurs for assistance in the use of lead; Economic ard statistical studies are often required for members and nan-exmbers. The annual review article on lead 1* prepared for EHOINECiINO AND NTHINI JOURNAL and periodic statements on tbs load situation are supplied to the National Paint, Varnish and Lacquer Association, Mary publication* are constantly in search of data from the Association and our file of photographs of lead uses is in constant dfaand, W* hare also cooperated closely with ths American Bureau of Metal Statistics, In addition, liaison must be maintained with ths various technical societies such as A.I.M.E., A.S.M., A.S.T.K., A.K.Ct, M.A.C1S1, and cthara requiring ettendano* at many general and cocm4ttoe meeting*. To realise tho full significance of these figures we must also recognise that total per capita consumption of lead in 1929 was about 15.9 lb. and in 19b9 about 11.6 lb. There are other changes in the detailed figures for Individual uses. I have only, selected a few. What I want to Illustrate la the changing prttern of lead consumption. Thorefcre, recognising this changing pattern Is it to be entirely a hit or wlai proposition? So far as the industry is eoncernod it Is purely accidental that consump tion of lead for tetraettyl has helped to balance the diminished white leod consumptloj And even in the good year 191.9 per capita consumption only about equaled 1929; la 19h9 It was lower. I think the lead Industry must give serious thought to the no*d for a coordin ated program designed to accomplish two thing*1 1. To protect its eziitirg markets. 2. To find now markets to replace those that will be inevltibly lost '** a result of changlrg economic or technologic conditions. Also, as our hygiene activities hive expanded, the magnitude of our industry's health problems becooos sure end mere evident. This field of activity la likewise oov which requires the serious though of the meWorship. In concluding this report I wish to thank every member for the whole-hearted support and deep understanding they have given in a year of difficult problems. Despite differences of opinion from time to time the Association, I a convinced, has aided in nesting easy problems end in festering better understanding between 'he "la ments which gc to make up the lead industry. X also wish to call to the member's attention the valuable time and advice that have been glvon by your officers and directors in conducting tbs affairs of the Association.
