Dave and all,
This looks very good to me. I like the approach of explaining the shift in costs through a Q&A rather than trying to construct a fourth option (which would really just be a retooled second option, I think).
Once you're collectively good with it, I'd suggest we get it down to Tim ahead of the Thursday morning meeting with him, where you can explain the rationale and he can convey whether he thinks it hits the mark.

I'll bring a map to the morning meeting - I think Tim will grasp all the dynamics of the SO and work involved with that if we can point to map and explain.
