As a further move toward standardizing our paste resin operations, starting now, we want to use only Monsanto VCM in 84 Bldg., diverting monomer from other sources, such as Carbide and Dow, to the suspension plant. Will you please make any arrangements necessary to accomplish this. A review of the VCM supply for the past two months, plus recent discussions with Texas City personnel indicate that an ample supply of Monsanto VCM will be available for this purpose. We will continue to select Monsanto VCM suitable for paste use and keep you informed so that a satiefactory pumping schedule can be maintained. We feel that standard izing the monomer source in paste will significantly improve our long term control of the paste operation.

Today I learned that a car of Carbide VCM is off-spec due to iron. I understand the car was shipped on December 9 to Springfield and arrived there on December 18.
I have no further details. Would you please investigate why this car has been held so long at Springfield? Due to the current critical shortage of material, I suggest a way be found to use the car.
Carbide has been very cooperative in supplying cars which has helped Monsanto reduce VCM distribution costs. A delay of six weeks in unloading a car is an abuse of the trip-lease agreement.
As a matter of policy, we would like to be informed promptly if there is a reason that a car is not going to be unloaded in the normal routine. All quality problems should be communicated direct to Ray Rosenberg. Other problems can be relayed to John Bentley. This is the procedure followed in the past.
It is quite possible there are some unusual circumstances regarding the Carbide car. However, I believe it is to the advantage of all concerned to have timely communications.

Union Carbide VCM will be compared with Texas City VCM to determine the effect on Qpalon 300-1 (X-A?) Resin quality. Of specific interest is the effect of high quality VCM (expected from Union Carbide) on homopolymer particle size. This will forebode any polymerisation problems with the improved Texas City VCM quality to be manufactured starting in late i960.
Details of Modified Procedure Operating Procedure:
a- The SDP for Opalon 300-1 (X-57) will be used throughout the study.
b. The Experimental line will be employed for this evaluation. The kettle* will be re-equipped with small (h 1/2" x 15:1) ffiiree fingered) baffles to provide data for comparison to historical quality level, and In addition, direct comparison with ^maltiy level in the other
Production kettles'.
2. Experimentg.l Design:
s* One tank car of Carbide VCM will be segregated from Std. VCM by circumcumventlng the tank fiarm and scrubber and pumping directly from the tank car into #5 hold tank.

Monsanto at Taxes City Is undergoing equipment and process changes which will Improve the quality or the vinyl chloride monomer shipped to Springfield for polytieid-zc-tlcn in late i960, la order to try to forbode any polymerization problems unused by higher quality monomer, this P-Numbor was authorised to
evaluate high quality VCM from union Carbide.
SUMMARY
Seven batches of Cpalon 300-1 were made during October, 196G In the experi mental line using unseinibbed union carbide Monctoar. For comparison 9 batches were made using, segregated uriscrubbed. Texas City monomer. The SDP for Opalon 30C-I (3C-57) was used throughout the study. Two different levels were used for the vacuum purges.
Slurry samples wore taken and dried for the following tents: SAF, bulk density, kitchen dry tire, and extrudabiiity. Monomer samplLec3j, both virgin (and recovered, were' taken from previously selected batches and tested by dllatometer polyrate and gas chromatography.
CONCLUSION:
difficulty is anticipated when Springfield starts using a high quality (dllatoiEster above 5*5JS) monomer. Based on the results using union Carbide VCM the following Is expected:
1. SAP - no significant change
2. Bulk density - slightly lower 3. Extrudablilfcy * results of this experiment
were inconclusive 4. Dry time - no significant change
5. Cycle tine - no significant change
..DISCUSSION
A change in the data for the experimental line chut down needed to adapt the kettle for X-24 caused a charge In the experimental plan of this study. An extra finch batch vac needed in switching back to Texas City fron union Carbide VCM and one batch was produced in #3 kettle due to the anticipated abort tine available.
One monomer tank waa segregated fer this study, Coscmon lines, however, held
to bo used when charging the kettle and at the tc:.nic farm. For this reason,

Extrusion results were inconsistent. A cues V: of other extruded results run on the came day showed wide variability, This indicated that there
was trouble in the extruder itself.
Analysis of the union carbide tank car confirmed its good quality. The dilatorter polyrate v;a3 5-71^ compared to 5.C- for October Taxes City
production. Hie results of the gas chromatograph showed no trace of some
of Texas city'1 s Impurities and minute amounts of impurities not present in Texas City VCi-I. Common impurities were much lower in level in Union Carbide VCM except x'er four of the first five impurities to be detected by tiaa gas chronic.tograph. These Impurities have not been identified to
date.
