1 PENSACOLA PLANT SAFETY VISIT BY SHAC REPRESENTATIVES Sept. 1A & 15, 1977 W. L. Riddick & J. F. Carlisle LAM026270 SC 18609 LAM026271 SC 18610 SI YTD LTI YTD 29 S1F YTD '4.5 was 4.2 last year 2 LTF YTD .30 was .14 last year They are presently using "Take the Extra Step" program and are finding it very successful. Their personal safety contact program requires frequent (?) personal contact between foreman and wage people to discuss and record some aspects of safety. The Plant Manager has weekly (each Wednesday) luncheon meeting with several wage roll people - people selected at random by computer lunch is free - people are notified 2 weeks in advance - people look forward to meeting and prepare - minutes are published by personnel superintendent, who also attends. All items requiring answers are answered. Safety sampling program (Test) - means of enforcement - a person goes out in various units looking for safety violations and plots his observations. Don't know what value it will be. They send 5 or 6 wage roll people with 4-5 firemento Chicago to National Safety Council Congress meetings each year. No Safety Competition. No set awards system. LAM026272 SC I86?i Ralph Morris Manufacturing Superintendent Intermediates Good safety record Is contageous - people feel they work In safest plant In the world. Lots of pride on part of people. Everyone knows that upper management puts high priority on safety. Intermediates get all senior people - no inexperienced people prior request system - senior people transfer from yarn division. Safety is thought of first (operations) when doing jobs. All operators are involved in one way or another in the safety program, safety committees - auditing, etc. Training was left to foreman. Now initiateing new program. Trainees now in training - will be foreman and technicians (who work for foreman). Used same highly qualified wage people to write procedures. Not only wage people however, it was a mixture. They have a foreman and assistant on each shift in each of -A areas, also there is a shift supervisor (one for total intermediates 3 areas). This shift supervisor keeps his hand in safety - personnel matters, and keeps fingers on the pulse of people. He is sort of like a Night Supt. except much more concentrated. Wage people serve on investigating committees and are present at presentation of results to plant manager. Plant Manager often appoints committees made up of wage people to look into something and report their finds to him. LAM026273 Will Dunn - Operating Supervisor Feels he must create an atmosphere where safety is a state of mind and first and uppermost in the minds of the people. Individual responsibility - man must know that he is the only person that can keep him from getting hurt. All contractors must follow plant safety rules. Sample taking requires cover goggles and gloves. Wage people are quick to enforce safety rules - absolutely. R. L. Gibbs - Maintenance & Scheduling Supervisor They specify certain supervisors as safety coordinators People involvement is very strong. They have: 8 wage per shift on fire brigade. 8 wage per shift on rescue squad 8 wage per shift on safety committee 8 wage per shift on quality audit Of 78 people on shift 1/3 are actively engaged in some sort of regular safety committee.. Each shift committee meets once per month. That means there is a safety committee meeting once each week. When each person has a safety suggestion or sees a safety hazard, he fills out a card telling about the problem and it goes to Maintenance and Scheduling Supervisor, who will act on it. A person should not bring up with others this hazard or suggestion unless he has filled out a card. If a person has not filled out a card he has no complaint coming. LAM026274 Gene Williams, Plant Engineer The Plant Engineer has a safety meeting once a* month with wage people (roughly 7 people). Most effective. Mostly they bring up small items which can be corrected quickly. - really creates good attitude and really pays off. The plant engineer has his own safety engineer he can call on. The safety director often goes out in plant and red tags unsafe acts and conditions, OSHA violations, etc., for which answers are required. T LAM026275 SC 18614
