The contract has been submitted to the university authority and will be singed soon. For the budget related to the contract, the reason I made the change of the budget for this year is that I received an email form Prof. Irons as following who requested that API case control study should share some part of the salary and benefit for some faculty. In the last contract I made estimation of the budget for 50% salary of 2 assistants and have not completely considered cost of copy machine and printers. When Prof. Irons raised such request I was really surprising. The copy machine has been decided to buy in 2000' budget and I also discussed with Prof. Irons before we bought it. For the employment of the personnel we also discussed with Dr. Schnatter and Mr. Amstrong. And the salaries of these personnel were decided by Prof. Irons and me several months ago. I employed these persons and bought the equipment completely based on our decision between Prof. Irons and me. So when I had Prof. Irons' email I really very surprising. As a Principle Investigator for China side in the project, I don't know how to work some time including the work of arrangement and coordination for Shanghai Center for Disease Control and Shanghai Institute of Public Health Supervision, because I don't know and have not any authority to control the money use. Anyway we will do our best to conduct the project but some things should be clear before implementing them. I have some suggestions for the project budget and expenditures. I saw my faculty appointment certificate, and it is very impressive. Thank you for all your support for me. I think that the salary and benefits for Xiao Miao and Dai Junming should be shared between the API case control budget and the UCHSC-Fudan budgeUt should not all come out of the UCHSC budget. I believe this is also true for Ouyang Deqiang and probably should have been the case for Wang Jianping as well. I think the pre-test was placed in the API case control budget and should be charged against that. SH ELL-MCCLU RG-055434 I think the copy machine and copying costs as well as the printer should probably should be divided between the two budgets. However, the UCHSC-Fudan budget should pay for the fax machine. For computers: It is not now clear whether it will be feasible to use laptops in the clinics or not, so I don't think we should buy these now. If we do, the costs should be divided between the two budgets. I agree that Ouyang needs a small computer, and the cost should be divided equally between the two budgets. I think that we should discuss a little more what Ouyang is going to be doing this next year, because he seems a little "bored" and may need a challenge to keep him busy. My suggestion is that you try to predict now how much your copying, computer, personnel and other expenses will be for the case control study and ask API for at least part of this money in advance. They take a long time to pay their bills (longer that Colorado!). If you would like me to, I would be happy to will help you with this and give you advice. I look forward to my return. Otto has informed me that he will be in Shanghai later this week, and requested that I send this message to you prior to his arrival. One of the issues that he plans to discuss with you is the budget for the role of Fudan University in the Case-Control Study. He will be discussing the revised budget submitted by Dr. Ye, and the subject of several e-mail exchanges. I depend on Dr. Wong and you as the Principal Investigators to review the budget, and later any invoices for charges on the project to make sure they are appropriate. I look forward to the conclusions you and Dr. Wong reach on the revised budget. I have also learned from communications with Dr. Richard Irons that Fudan University has been requesting that some of the costs for the Case Control Study be paid by University of Colorado. These costs should be paid by the contract between API and Fudan University. I urge you to have the contract between API and Fudan University signed as soon as possible to allow us to pay the costs for the Case-Control Study under the proper mechanism. The issues with the revised budget can be handled by an amendment to this contract and should not delay signature of the current contract. At present, the 2001 contract between API and Fudan University still has approximately US$2,600 that can be paid with an invoice for appropriate costs. I also urge you to fully utilize the 2001 contract if you have a need to cover appropriate costs before the 2002 contract has been finalized. Please feel free to contact me if you have any questions.
