Robinson Allied Chemical Corporation Mallinckrodt, Inc. 1.0 Coordinators Report J. B. Browning 1.1 Air Topics - J. P. Thorn o EPA Fugitive Emissions Program/CMA & TCC involvement. Comments have been submitted, o Acid Rain/EPRI & CMA efforts. Position paper prepared, o APE Task Group is establishing program to follow 20 EPA R&D projects. o Industrial Boiler Task Group - Preparing comments on Background Information Document (BID) due 7/28. o CTG program has been reactivated and given high priority by EPA. The task group discussed the recent history and apparent direction of the CTG program. It was recommended that a special alert issue of the environmental newsletter be distributed to all members, o NCAQ - plans. i AP00025270 EITG-2-2 1.2 water Topics - C. P. Priesing o Aquatic Research Task Group is developing a 5-year .recommended program which is expected to recognize limited resources. The status of potential cut involvement in environmental research was presented by J. B. Browning. The major goal is to "know more" about fate and effect of trace quantities in the environment. o Future of 311 spill program--its use as an example of how environmental regulations are layering and overlapping. o The possible role of science courts. o The WQS White Paper is being presented to the EMC on 7/23/80. o A joint CRAC/EMC group (Environmental Effects and Chemicals Fate steering Group) has been formed to deal with TSCA environmental test protocols. The group will be reviewing both "draft" and subsequently, "proposed" protocols. o The NPDES Task Group's effort on Best Management Practices (BMP). Progress is being made in establishing CMA's positions with EPA. 1.3 Solid Waste - A. J. Diglio o The HWRC is expected to complete its final report and recommendations from the 3-site pilot program by August 15. The task group plans to recommend continuation and expansion of this program. o Hazardous Waste Technology - a number of requests have been received from various types of groups for CMA assistance. Guiding principles for judging and acting on these requests will be developed this week. Requests have been received from: - Princeton University - NAS - Harvard University - AIChE - Rutgers University - Society for Environmental and Occupational Health - Keystone - And - some others. o The Hazardous Waste Management Task Group's Model Siting Legislation is being distributed. o Superfund status/Government Relations' Grassroots Program. o RCRA Regulations Task Group submitted comments on financial responsibility on 7/18 and has prepared recommendations for potential litigation. These recommendations will be presented at the 7/23 EMC meeting. AP00025271 2.0 EITG-2-3 o RCRA - Amendments - not much activity, o Groundwater Strategy - the group is very active in . preparing position papers, accumulating data, and is leading an effort of intertrade association coordination. 1.4 General Purpose Program J. S. Beale o The Data Analysis Task Group is on a hold status, o The Environmental Communications Task Group is implementing a network system to be used to communicate collective issues to states, o The Environmental Monitoring Task Group is con tinuing its program with EPA to conduct a 5-plant study to determine the effectiveness of biotreatment, o The Environmental Economics Task Group is being requested to develop a program aimed at establishing the ability to quantify all EMC related activities --EPA proposed regulations, CMA proposals, final rules, and CMA accomplishments. Compliance Auditing J.R. Sayers/D.W. Carroll 2.1 D. W. Carroll distributed a proposal for consideration by the task group. 2.2 J. R. Sayers will prepare presentation material on compliance auditing for the September Board meeting. CAA Amendments - J. F. Byrd 3.1 J. F. Byrd summarized the Waxman hearings in which CMA's testimony, presented by G. D. Carpenter, was well received and generated considered interest. The time (this fall) seems right for subsequent action. 3.2 Mr. Byrd believes NEDA/CAP is providing effective leadership for amending the Clean Air Act and recommend company membership. There is generally issue/position agreement among the trade associations. 3.3 Mr. Byrd believes that additional resources frbm Government Relations and Legal will be needed, starting this fall. 3.4 It was recommended that the CAAR present a h clay (plus) forum for review and discussions of the chemical industry's position on amendments for the Clean Air Act. A pre liminary date was set--the day before EMC's September meeting. 3.5 J. R. Sayers reported on a discussion he and C. L. Sercu had with J. Quarles. Mr. Quarles agreed that the current NEDA/CAP model (with labor involvement) could be applied to other environmental issues or issue areas. J. R. Sayers and J. F. Byrd will develop a specific proposal. AP00025272 EITG-2- V 4.0 Fee Systems J. B. Browning 4.1 J-. B. Browning reported that legislation has been introduced in Ohio by Congressman Beale, as an outgrowth of the National Coal Policy Project. 5.0 4.2 The fee (aimed mainly at utilities) would be paid/unit of pollution, with a credit for each unit of output. Thus, this fee system is claimed to reward good performance. Mission Statement J. B. Browning 5.1 J. B. Browning distributed copies of the draft mission statement as proposed by J. R.
