Estimates of capacity utilization are used by the Federal Reserve Board, the Council of Economic Advisers, the Treasury Department, and other agencies responsible for developing monetary and fiscal policy. Private firms also use the data to analyze industry trends, to investigate market potential, and to predict capital flows. Although the questionnaire is substantially the same as the 1978 report, it should be noted that the 1979 report requests information in item 1 on the number of weeks in operation during the fourth quarter of the year, and in item 3 on the method used to calculate the utilization fate. We recognize that not all firms maintain records of capacity utilization, as such, and that capacity may change with the product mix, the time in operation for the plant, the equip ment in place, or for various other reasons: Therefore, some degree of estimation may be required to complete the form. Please read the instructions carefully before completing the report. Use the "Remarks" section to explain any unique conditions that may have entered into your estimates. The sample of respondents for this survey has been selected from the annual survey of manufactures (form MA-100). You are requested to complete the capacity questionnaire only for those establishments for which you received forms, even though you may file forms MA-100 for additional establishments. Response to this inquiry is required by law (title 13, United States Code, sections 182, 224, and 225). By section 9 of the same law, your report to the Census Bureau is confi dential. It may be seen only by sworn Census employees and used only for statistical purposes. The law also provides that copies retained in your .files are immune from legal process. Your cooperation in completing this form within 30 days will help to make possible the timely release of the survey results. This advance information has assisted them in the assembly of their data and allowed them to report on a more timely basis. We are, therefore, enclosing an advance copy of the 1979 Annual Survey of Manufactures . ( ASM) Form MA-100 for your information. This form will be mailed to you early next year together with Form NC-X1A, Report of Organization. Form NC-X1A is essentially unchanged from the 1978 report. This year, however, there are several changes to the annual survey of manufactures as follows: _ 1. In prior years, a separate report was requested from every manufacturing estab lishment of your company. For 1979, a report will be required for the larger establishments of your company, but smaller ones may not be required to report. We will specify in item 5A of the report of organization form the establishments for which an MA-lOO will be required. Only employment, payroll, and status information need be reported for the other manufacturing locations of your company (i.e., the establishments not selected for MA-100 reporting). 2. Item 11B, Nonpurchased Fuels, is deleted for 1979. As this item was added to the 1978 form for the purpose of establishing a benchmark, it is not requested for 1979. 3. The instruction manuals will be the same as those used for the 1978 ASM. Addi tional copies are available upon request.
