Hr. Cobb* then reported on th* advertlatnc plana for 1940*
He Introduced his resarVs by expressing his appreciation of tha
help and cooperation of th* lead Industry during the difficult
period rf getting th* esc palm under wry In 19^9. H* explained
that a nutter of suggestions with regard to tha advertising had
been e*de by rerresertatlves of the Better cosoanles and that
several of these suggestions had teen Incorporated In tha 1940
clans. He stowed layou*s of the treatment ns planned fer 194f).
Th* elner will be continued as the centre 1 feature of th* edrer-
tlslr.e Hit a picture of a good-looklns, moderate-priced hous*
1* to be Included
an Insert In each ad, to Introduce the
beauty of pointing with white lead. Also, the booklet, "That
to Fxpeet frrn Khlte Lead Pa'.rt,* is to b* Illustrated in the
ads to drew sore attention to It. Th* psir.ter Insert will be
continued because of the food-will It has engenered among
painters and painting contractors. The headlines will be
ehanred frop son* cf those used durlnr 19?9 In order not to show
th* elner as an authority on point. The closing paragraph of
the cosy will be expanded to Include a reference to hirh lead
contort rlxed pain's.
I
Hr. Cobbs then r*ad a report of the steps leading u p to this 4 particular ohas* of the new tre~tr*nt as a result cf the Chicago
-i
re-tin. on October fc, and so"* surres**-1 pattern paragraphs. The following onn-rraph was approved unanimously as a pattern,
not necessarily for wording, but for contextt
It's a good Idea, when you're buying paint, to
know how much white lead It contains - and It's
a pretty safe rule to spy, the hlrher the lead
`epe'ent - the better the paint,
can't, for
exacrle, Huy a *or durable o*int than one cn-
t*1r.lr,r l^o* rhlte-lead, such as your painter
: sixes fro* lead-in-oil or la sold ready to us*.*
i Th* Inadvisability of declaring 100* wtii* lead paint as best In conjunction with a reference to rlxed paint was brought out at this oo*r, one rersoe. belnr that if is not advisable nor renre-
i sentat'v* pf the best advertising to svate such a direct eorparlaon of ope*g om product with another.
Hr. Col cord and the H-ereti ry both felt th*t the picture of ) tha V-.sic lr. er eh ad sight be larger, Hr. Cobbs -*!*-* out
that Ip 'he full-page ads, It ' s larger than 'n the helf-pag*
ads wt e re It rust r.eceasarlly be .small tecause of the limitation of Space and also hat It was not deslrabl* to Bake it large enough to detr. ct froa th* r.aln Illustration.

Mr. F*llx Worwser, Secretary Lead Industries Association 40 Lexington Htw Hew York, M.Y.
Deer Felix:
You may recall our conversation in your offlc* whan w* war* discussing the formulas for pure whit* load prepared paint In which 1 expressed misgiving about the low content of pigment In some of these paints. Further consideration of the subject leads me to write you about It because I feel sure that there are serious dangers In the situation about which you should inquire very carefully.
You know that we have long emphasised certain impor tant advantages of pure white lead paint that cosmend It strongly to many paint users. . Two of these advantages are particulsrly pertinent to this discussion: (1) white lead paint. In the fora of aoft paste. Is practically a standardized product In the sense that, though sold under s number of traoe brands, It has essentially the sane exposition regardless of brand. As a result It Is the only white paint that nontechnical persons can buy with full assurance that they are getting a product of best quality. A further result is that recognized standartls of proper use of white lead pelnt have ben developed so that disinterested organisations such as the lusher associations, the bureau of Standards, and this laborstory can tell the public In simple language how to use white lead correctly. (!) Because of the uniformly high quality of paste white lead as well as certain of Its technical merits, the outstanding characteristic of pure white lead paint has ben reliability. Wlth.no other paint can the user tell beforehlind "just what service he can expeet and with no other
paint Is there so little danger of falling to get the expected service.
If by promoting the sale of the new prepared white lead paints theaa two outstanding advantages of pure white lead
paint should be destroyed or seriously Impaired I ea afraid
that the ehlte lead producers will lose far more than they can
aspect to gstn from Interesting the smeller paint manufacturers In the sale of prepared ehlte lead paints. Furtheroore, If
the fine reputation earned in the pat by paste whit* lead Is

Tht paint on which the reputation of white lead reats
contains 5.6 per cent to Tolume of white lead pigment, the

K# Bust recognise, of course, that If prepared white
lead paint la to be made bp plnt eanufacturers and sold to
tha paint user In cospetitlon with paste white lead, which
does not go through the hands of a paint manufacturer, either
the prepared paint Bust sell at a higher price or It Bust be
cheapened In son# say. Personally I think that the former T
course cust be taken If the two great merits of shite lead
paint that I have mentioned are to be maintained. On the
other hind, If the latter course Is decided upon, Z think
.
that It would prove eery such better In the long run to
cheapen the oalnt by adding barytes, nagneslua silicate, or
something of that kind so that the plgnent content could be
kept high and, further, so that tha buyer would be less likely
to k 1sunderstend tha quality of the product he la buying.
Ho doubt I have selected one of the least satisfactory of the new prepared white lead paints at ay exazple. The forault of the one cade by Hooker, however. Is not ruch better, or. the other Hand the one Bade by Petek In Milwaukee, rhlch I believe Is the pioneer If w# except Eatlonr-l Lead's "Liquid Lead," carries a nueh R^re substantial proportl'Ti of plrsent. T rhould Ilk* to get a fairly god rerket picture of this situation and have thourht of writing to the list of uanu-
fer'urers of prepared white lead paint that you gave e In York, mklnr thee to send ee sample labels, the fnnaula
If n^t given on tha label, and the color cards. It occurs to e, however, that yu Right not wish ne to rt>V* such use of the list you gave re or perhaps eight be ln*erested In collect
ing the IrfortJtlrn yourself and then passing It on to ne. Please let ne know your thoughts on the natter.
Very truly yours,
