As we discussed, I have reviewed the industrial hygiene portions of the OIHS, Inc., and Dames & Moore proposals. OIHS was not asked to prepare a proposal for the ventilation evaluation.
In summary, I believe that the OIHS, Inc. proposal is better based on the sampling strategy proposed. That proposal is very detailed in what contaminants will be sampled for and how frequently. This not only allows for a better estimate of costs but allows us to understand the potential usefulness of the results. Dames and Moore suggests they will take 20 to 30 samples. Based on the complexity of the operations in the laboratory and the wide range of chemicals, I don't believe that number of samples is sufficient to get a complete evaluation.
The costs associated with like services in both proposals is similar but OIHS, Inc.'s is lower overall.
This evaluation is a difficult one based on the large number of
chemicals present and the variable operations.
Those factors
necessitate significantly more monitoring and observation than
typical operator monitoring.

Dear Ms.Johnson,
Per your request of October i8. 1990, I am providing a total cost for the industrial hygiene evaluation of the Vista Chemical Laboratory. As we discussed in our meeting, this cost estimate is just that, a cost estimate. The variability of chemicals used and schedules followed by the chemical analyst make estimating the cost very difficult. But, as I promised, I tried.
I have attached a proposed monitoring schedule based on a three day survey. This would complete the initial sampling in each lab and represents one third of the total project. Organic vapor sampling would consist of charcoal tube, special charcoal tube, silica gel tube, and detector tube samples. The impinger samples have been deleted for this proposal. Daily observation during the initial evaluation may aid in determining the need for impinger monitoring at a later date.
For this proposal, I have included travel expenses, estimated report time. Certified Industrial Hygiene services, and industrial hygiene technician services.
