TO : D. Wood B2SD 1. Recommendation This is to recommend that the attached letter be sent to the six accounts which are forecasting bulk shipments in September/October 1977. The six accounts are: Aerovox Cornel1-Dubilier EUC Jard Mallory Universal This letter acts to 1) identify the return schedules, .2) insure prompt return of tank cars, 3) control the movement of our tank cars after they arrive at the customer destination and 4) provide incentive to the customers to insure that the cars are completely emptied before return to Monsanto. Additionally, this letter will be sent to any other account which modifies their orders to take cars in September/October 1977. 2. Background A) Most of our PCB tank car fleet will be shipped out in September/October 1977 to fill final Aroclor 1016 orders. To minimize 1978 carryover effects, the earliest possible return of these cars is important. After arrival at the customer's destination, we also need control over shipment of the tank cars to another capacitor account or to an incinerator. Further, we need to insure that tank cars are not returned to Monsanto either full or partially filled with unused Aroclor 1016. 3. Alternative^. considered and reasons for rejection. A. Monsanto could do nothing with regard to establishing a tank car return plan - This is rejected because it does not contribute to minimizing 1978 carryover effects. Potentially, our tank cars would not be returned promptly so they could be decontaminated and shifted into the expected future use (transport of fuel oil for our plants). We could depend on verbal communications, i.e., during in-person calls or via telephone, for advising our customers about return of the tank car fleet. This option is lacking in that verbal communications are easily forgotten. Also, this approach does not lend itself to clear understanding, and commitment to, an .established plan for return of the tank cars. 4.
