Division Engineering - w--*-sior: <U9cat:eni June 22, 1973 Progress Report #1 Subject: Compliance with OSHA Dust Standards See BDB 6/15/73 letter The following report covers the results of a meeting in Hogansville on 6/20/73 to review my 6/15/73 letter and to establish responsibility and schedule for completing these projects. The limited goal of these projects is to reduce dust counts to the August/September, 1972 levels. Work is also underway to implement the long range engineering projects to attempt to reduce dust counts to meet the five (5) fiber limit (TWA) and ceiling limit of ten (10) fibers. Attending: Messrs. Mr. Watkins will obtain quotes by 8/8/73 and and approval letter can be issued by 8/15/73. BLP 9/28/73 $1600 I (i) Repair and Seal Floors to Aid in Cleaning with a Vacuum Cleaner - plant Engineering will do this work. Mr. Philpot will provide A.L. data by 7/15/73. Work can be completed by 9/28 or five (5) weeks after approval. TTW RPB CRO 9/14/73 $1600 I (j) (k) Card Stripping Hoods - Mr. Watkins and Mr. Briggs to complete design by 7/27/73. (This project will require some trial work.) All dates assigned to the preceding projects are considered goals. I will review this work and issue regular reports and indicate changes if required by unforseen problems, or changes in priority. II. PERSONNEL PROTECTIVE EQUIPMENT II (a) Assign and Enforce the Use of Respirators as Required - Operators in opening and blending and carding will be instructed at once (by 6/29) to use respirators when: 1. Entering any dust room 2. loading card hoppers 3. Entering air ducts 4. Stripping cards 5. Working under cards 6. Cleaning Wheelabrators 7. Handling waste 8. Cleaning under cards 9. Baling waste 10. Fiber count data will be evaluated and if the levels are above the limits set by the regulations on 9/1/73, all employees in any area found to be over the limits will be required to wear respirators eight hours/day. RPS BEC 8/1/73 $600 IX (b) Purchase Powered Air Respirator Mr. Sprayberry will have samples taken in areas where this unit may be required (100 fibers) to determine if a powered unit is needed. (1) obtain clothing (clothing company furnishes 1 set of lockers) for all employees working in blending and carding by 8/1/73. (2) Mr. Briggs will provide proposed locker room layout (men and women ) to comply with the code. Mr. Sprayberry and Mr. Briggs will provide cost data to provide lockers for all employees by 8/15/73. (3) Eockers for each employee can be obtained by 10/15/73. Further study will determine if other employees should be furnished clothing. RPS 8/15/73 II(e) Consult Dr. Wells regarding Employees Capability to Work while wearing Respirators all day Mr. Sprayberry will make up a list of all employees and show any physical limitation regarding working while wearing a respirator. RPS BDB . 6/28/73 III (b) Locate Permanent Samplinc Stations Sampling stations have been established. Mr. Sprayberry and the writer will develop schedule on 6/28/73. IV. CAUTION SIGNS AND LABELS RC 7/15/73 IV(a) Label Finished Goods - Finished goods labeling stamp on order. Plastic bags will be ordered and on hand by 8/1/73. . l.(c) Label Baled Waste - A new bale wrap material will be required such as Typar. Labels are on hand. IV(d) Label Returned Rental Clothes - Mr. Sprayberry' will arrange with rental company to provide plastic bag for pick-up. Plant will administer clothes program. CRO 7/2/73 V (d) Inspect Wheelabrator Ducts on a Regular Schedule and Clean if Required - Mr. Owings will set up a schedule of inspections and a form to show date and results of inspection. VII* EMPLOYEE HEALTH RPS 9/1/73 VII(a) Prepare a Listing of Employees Showing the Type Examination Received and Date - Work with Dr. Wells to have examinations on all employees as required by the OSHA Regulation.
