Osthoff Gentlemen: Attached, for your information, is a copy of the subject report prepared at the request of Mr. Russell Train, Chairman, Council on Environmental Qual ity. It was stated that the request was'made in order to support the work of the Inter-Departmental Task Force on PCB. You will note that the report is a composite summary of the General Electric report to Dr. Burger (see my letter of January 10, 1972) and the V/estinghouse report to NIPCC (see my letter dated January 11, 1972) with heavy emphasis on the G-E material. It is of interest to note that at the January 4, 1972 meeting of the NIPCC Sub-Council, Mr. Patrick Morris, attorney for the Commerce Department and Dr. Robert W. Cairns, Deputy Assistant Secretary for Science and Technol ogy, Department of Commerce and representing Commerce on the Inter-departmental Task Force on PCB, were present. Dr. Cairns picked up copies of both the Gen eral Electric and Westinghouse reports, It appears that the electrical industry needs and viewpoint con reach the Inter-Departmental Task via several paths: 1. The General Electric statement to Dr. Burger (Office of Science and Technology 2. The General Electric statement to Dr. Cairns (Commerce Department) 3. The V/estinghouse statement to Dr. Cairns 4.
