After reading all this information I have come to tho conelusion that it is desirable,as you point out,that any regulations issued in this country should not merely be concerned with the details of medical examinations and medical supervision,a3 these alone would not be adequate to provide reasonable safe working conditions for the men. In the circumstances, and after consulting MrcBevan,I have decided to use the full text of your memorandum in any discussions with Government representatives,and have com pleted it by adding information extracted from our regulations on the subject of blending,distribution of leaded gasoline and cleaning of tanks,, I enclose a copy of the English version,as well a3 a copy of the Spanish translation I hope that you will agree with the additions which I have made for use in this country* So far,neither Doctor Pavlovsky nor I have had any direct contact with the Government representatives,, I wrote to the Director General of Public Health on May 7th,,1945,as per translation of letter enclosed,but have net yet had a reply,, I am allowing a few more days to elapse before taking any further steps,especially as YcP0F<>have promised to back my request Should I s till receive no reply,I propose to send the Director General of Public Health a copy of the Spanish memorandum and attempt to see him personally I have not only studied your memorandum very carefully,but have also made a note of the various points dealt with in your letter,and you may be sure that I will be guided by your very clear instructions in any discussions with the Government J shall naturally keep you advised of any further developments, and meanwhile I understand that there is a possibility that Mr0Bevan may see you on his way down here in the near future,when,no doubt,you will both dis cuss the matter,, C'LRGED cc Mr0TcR0A03evan
