Some maintenance personnel had stayed over to install new recovery and evacuation valves on 744 reactor. The evacuation jets and recovery systems were on the lines to prevent any VCM from escaping. The recovery valve was replaced and the pneumatic operator connected. Recovery was started on 743 reactor, no leaks developed. The evacuation jets were on and the maintenance crew removed the evacuation valve. The new evacuation valve was being installed when one of the crew slipped letting his foot open the air to the recovery valve. The recovery valve opened spraying VCM and resin out through the disconnected evacuation valve. People on the scene were Sammie Stokes, Mike Skinner, Jimmy Edwards, Jimmy Walker, and Mike Langford. All present were exposed to VCM. All proceeded to the ground level. "A" operator, Sammie Stokes, notified the lead operator. Bud Stone, who sounded the VC release and had the dryers shut down. Stokes then went and manually acti vated the reactor MSA unit. He then put on a Scott Air-Pak and along with Allen Sather went back to the top of 744 to close the recovery valve.
