Frohreich Date August 9, 1982 Subject : AFE REQUEST - PLANT WINTERIZATION Attached is an AFE request for $120,000 to provide funds for the in stallation of new heat tracing and insulation in the vinyl area of the plant. This request is for minimal requirements to reduce the likelihood of freeze-ups in the vinyl processing area. This project is not included in the 1982 Capital Budget; therefore, the use of unallocated funds is requested. Freezing conditions in the vinyl reactor area have resulted in VCM re leases to the atmosphere during previous winters. These releases can occur from (1) relief valve discharges caused by receivers, recovery system or vent line freeze-ups, (2) seal failures caused by icing, (3) emissions from opening lines to clear frozen sections. Any of these releases can cause serious pollution problems. In addition to potential pollution problems, freeze-ups can create hazardous situations in the plant and can result in lost production as demonstrated earlier this year.
