Environmental Protection Agency Region 4 Air Enforcement Branch 61 Forsyth Street, SW Atlanta, Georgia 30303 INSPECTION REPORT Facility Inspected Target 2022 Cumming Highway Canton, Georgia 30115 Inspection Date March 29, 2023 Facility Programmatic ID 3601515875 LAT:34.2342 LON: -84.4572 Inspection Type Clean Air Act (CAA) National Emission Standards for Hazardous Air Pollutants (NESHAP) - Asbestos Inspector Pamela Storm Introduction An inspection pursuant to Section 114 of the CAA was conducted on March 29, 2023, at Target located at 2022 Cumming Highway in Canton, Georgia 30115 (the facility). The unannounced inspection was conducted by Pamela Storm who possesses EPA inspector credentials to conduct CAA NESHAP asbestos inspections. The facility is a department store that is undergoing renovations pursuant to permit R02109-026 issued by the City of Canton. At the time of this inspection, the renovation contractor was at the site with an office trailer set up in the facility's parking lot. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 CFR Part 61, Subpart M, for the renovation activities conducted pursuant to this permit. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; and demolition and/or renovation/abatement notices sent to the State. This inspection was conducted based on the previously mentioned permit. Facility Information The facility is a Target department store that is undergoing renovation. Inspection Inspection Upon arrival at the facility, the EPA inspector presented inspector credentials to Darren Breelove, store manager. Darren Breelove contacted the contractor performing the renovations. The EPA inspector then presented inspector credentials and spoke with Ross Butler, the project superintendent with the contractor, Stewart Perry Construction Company. He explained that the renovations included, but may not have been limited to, the removal/replacement of drywall materials, flooring tiles including vinyl composite tiles, ceiling tiles, and plumbing. The EPA inspector explained requirements of the Asbestos NESHAP regulation including the 40 C.F.R. Section 61.145(a) requirement for a thorough asbestos inspection prior to conducting renovation activities at a regulated facility. The inspector further explained that this thorough inspection requirement applies regardless of the year of construction of the facility. Ross Butler provided his contact information. Although he did not know if an asbestos inspection was conducted prior to the renovation activity, he said that he would let the EPA inspector know if such an inspection had been conducted once he investigated the matter. Conclusion The EPA inspector will follow up with the owners/operators of the facility and the renovation activity, as deemed appropriate, to obtain information and necessary paperwork related to this activity. This information will include, but not necessarily be limited to, copies of asbestos inspection reports, notifications, and waste shipment records for the facility.
