coating asphalt are produced by oxidation of asphalt flux the bottom product from stills in the petroleum refining industry Asphalt flux is purchased from Shell Oil delivered by tank truck and pumped into a 10,000 gallon storage tank Flux is pumped from the storage tank to one of five old horizontal blow stills that are now used as storage tanks and asphalt heaters Each tank is heated by a steam atomized oil burner firing 6 oil at a rate of 40 gph The flux is heated to approximately 460 and pumped to the vertical oxider blow still Air is blown through the still to oxidize the asphalt flux The difference between the saturatant and coating asphalt is the degree of oxidation which is controlled Saturatant asphalt is by temperature and is oxidized for 45 oxidized for 3 1/2 duration of the blowing process minutes to 1 1/4 hours at 460 Coating to 5 hours at 505 85 to 90 tons of asphalt are oxidized daily Fumes from the vertical oxidizer are incinerated in Boiler B as combustion air Boilers A and B the asphalt tube heaters and horizontal stills are all heated by 6 oil Total annual fuel usage is 2,026 822 gallons Aegis Model 1 smoke monitors are installed on both boilers the asphalt tube heater and the stack common to the 5 stills III AIR POLLUTION SOURCES The production of roofing felt is a wet mechanical process No emissions of particulate result from production of roofing felt The major sources of particulate emissions are the asphalt blowing operation and felt of particulates is the covering of roofing from asphalt roofing plants saturation A minor source material with roofing granules and handling of the granules Hydrocarbons are emitted from in the form of oil aerosols which are not subject to organic emission regulations asphalt solvent Emissions from the blow still are estimated to be 2.5 pounds per ton | of asphalt produced 42 or 150 pounds per day Emissions from the blow still are condensed and the condensables are mixed with the boiler fuel oil The condensables are fed into boiler B as combustion air and incinerated Emissions from the asphalt saturator 743 pounds per day are incinerated in the Asphalt Tube Heater and emissions from the Drying Section of the saturator are incinerated in boiler A The five 5 old horizontal blow stills are fitted with fume hoods over the manholes on top of each still The still are filled through the manhole on top During filling asphalt fumes are collected by the hood ducted to boiler B and incinerated Granules are received by truck dumped into a hopper and conveyed by bucket elevator to a storage silo Granules are fed by gravity from the silo to conveyor belts which carry the granules to an area where different granules can be mixed From the mixing area the granules are conveyed by bucket elevator to conveyors which carry the granules into the plant There is a dust pickup system where the granules enter the plant which controls dust emission by the use of a baghouse An additional baghouse which exhausts into the work- room used to control dust emission from the coating of granules on the asphalt shingles and from the application of talc used to prevent the roofing shingles from sticking together Limestone powder 200 mesh is received by truck and pneumatically conveyed to a storage silo Limestone emissions from the silo are controlled by torit type dust collectors The limestone is conveyed by a screw conveyor into the plant where it is mixed with coating asphalt the IV DOCUMENTATION AND EVIDENCE OF VIOLATION There is no documentation of violations of Connecticut Regulations v RECOMMENDATIONS The subject facility was not in operation during the survey Therefore observations of visible emission could not be made CDEP had inspected this facility on 1/20/77 and found Tilo Company to be in compliance with all SIP requirements All processes appeared to be properly controlled and all equipment was well maintained No EPA enforcement action will be
