Report of additional carrier contacts since May meeting.
CanadianJfatlonal Railroad
Contacts: Mr. Jean Oulette and Mr. Bryan Pullen (514-399-6623)
The Canadian National Railroad reported that It has 7-9 special officers trained and experienced in hazmat responses on their line, supported by over 500 trained operating personnel. The CN has C-l hardware kits for handling chlorine leaks, but no kits for Midland valves. They report having hazmat handling equipment and suits In "all major cities'' on their line, including trucks that they dispatch to emergency sites. During our conversation, we discussed the difficulties with showing where equipment might be located because the CN apparently moves it from one location to another frequently.
CN relies on shippers to arrange for transfers, and does not normally use contractors because of past problems. They will work with shipperdesignated contractors, but indicated they reserve the right to turn them away because of their past experience.
After discussing the placement of their capabilities on a map, we agreed that I would not place any CN capabilities on the VCNET map. If any response capability locations are verified by the interested VC Net shipper(s), they could be added. No CN response capabilities were added to the mao. I believe this is consistent with what Dow has indicated the map should show. You may wish to reconfirm this position with DOW
Kansas City Southern.

KCS has no specific VC product response capabilities.
The KCS system has provided its VC customers with its response plans. In
the absence of a specific preference by a shipper, the KCS will select a pre
qualified contractor with the needed capability to handle the emergency.
I did not discuss specific VC shipper names with Carpenter. If it has not already been done, shippers using the KCS should communicate their contractor preferences to the KCS, or satisfy themselves that the KCS's "qualified contractors" who meet KCS's qualification criteria also meet their criteria.

In the absence of a specific preference by a shipper, CSX will select one of several pre-quallfied contractors (which include OHM) with the needed capability to handle the emergency.
No-CSX contractor capabilities will be added to the map. Perhaps some additional contractors could be added after they have been checked out by VC shippers using CSX.

Contact reported 70 personnel available to help local officials in emergencies but would not handle VC transfers, leaks. Would look to shipper to engage contractor, or would furnish qualified contractors like Hulscher if none specified.
Others None of the other carriers shown on the map offer response capability according to Mr. Donahue at Chemtrec.
SUMMARY.
From the carriers* responses. I would urge VC panel members to contact carriers using the Panel's evaluation criteria when they are adopted, to determine what contractors the Panel wishes to include in its response plans, and add them to the Maps.

Item 6. Summary of changes in 8/1/93 revision.
1. Changed traffic flow symbols to reduce map clutter as follows: a. Routes with heavy traffic flows (>7 cars per day) are traced with darkest shading b. Routes with medium traffic flows (3-7 cars per day) shown with striped shading c. Routes with 0-3 cars per day shown with no shading. Note that routes with no shading mav be inactive from time to time, depending on supply and demand fluctuations.
2. Added numerous routes and changed traffic densities as supplied by Panel members.
3. Replaced previously used symbols for response capability with company codes and response capabilities in a red box near the location of the response capability.
4. Replaced company code at all sites previously operated by BFG to GEON.
5. Deleted all references to future or planned changes, and show only those changes in effect on August 1, 1993.
6. Added response radii for OHM and EMTECH, using data from their contracts. Note that OHM circles are for 4 hour response times, EMTECH circles for 3 hour response times.
7. Changed legend box and overprinted it on unused portion of map to reduce map space requirements.
8. Changed Map revision date.
9. Printed enlarged view (blowup) of Gulf Coast portion of map. Panel had suggested "city map blowup" on map, but with routing and other changes did not leave sufficient space on map for this approach, so a separate 11 x 17" enlargement was provided.
10. Added 100 mile radii for VISTA locations, corrected Illiopolis, other non-substantive appearance changes.
11. Contacted carriers shown on maps to update response capabilities for map. See separate report of the results of these contacts.
12. Created tables showing VC Net, Contractor and Railroad response capabilities for printing on back of VC net map, and provided file to CMA on disk for future updating.
