Condray convened the mee ting at 9:10 a.m. The committee reviewed the action items f com the last meeting and approved the minutes of the January 21, L986 committee meeting with the following change; G. Williai:nson attended the meeting part time. The committee discussed gui dance to CMA members on the criteria for awarding the DuPont Safety Award. It recommended to the Safety Programs Task Group bhat the basis of the 1986 award be changed from a five year sa fety statistics performance to a three year performance using the 3LS guidelines as the reporting CMA 060822 HSC Meeting Minutes February 18, 1987 Page 2 criteria. The 1987 and 1988 awards would be based on a 4 and 5 year performance record, respactively. The committee planning meeting is scheduled for May 6-8 at Kings Mill on the James in Williams:^urg, VA. The discussion topics and leaders will be : Product Stewar dship: G. Ter Haar Public Protect ion: G. Sunshine Worker Health: I. Rosenthal The Health and Safety Review scheduled for March 26 includes Senator Metzenbaum as the in'ivlited luncheon speaker. Members of CMA's Government Relations c cmmunity will be invited to attend the lunch to hear the Senator. The CAER Task Group recommenqed and the committee agreed to collect some experience using the CAER Hotline before considering further an 800 number for the service. 2. Goal 2 The committee reviewed the Gcal 2 programs underway in the various task groups, committees and outside organizations. R. Schumacher will invite R. Boggs and J. Henshaw of Organization Resource Counselors to the committee next meeting to discuss the group's project on Emergency Response Planning Guides. Title III Implementation The committee discussed Titlf III implementation. The committee agreed to manage Title III th:rough the Steering Task Group with G. Sunshine as the prime coordi jhator working with C. Cathcart. The committee was asked to give comments on the Superfund Title III Communications Task Group's draft communications plan to C. Cathcart by February 23. C. Cathcart will draft a letter from R. Roland to company executives encouraging their involvement on state emergency response pi an:ning committees. Worker Notification Legislation C. Nolde briefed the committp e on the hearing scheduled for March 9 on Sen. Metzenbaum*s bill on worker notification. C. Nolde requested that member companjl es consider volunteering to testify before the Senate testimony, I). Ramonas will check with F. Ubel on the American Occupational Medicine Association's position on the Gaydos and Metzenbaum bit Is. Communicating Health and Saf ;ty Information The Communications Committee requested that the committee consider forming a joint task group w ith the Health and Safety Committee on clear language for significant health and safety issues. The External Affairs Task Grpup will work with the Communications Committee to address the problems with clear communications. D. Outside Services Projects The committee approved the expenditure of $10,000 in outside services funds to review ttve proposed worker health program elements developed for Goal 3. The committee approved the Hazard Assessment Task Group's request for $15,000 in outside serv ices funds to analyze and comment on EPA's TSCA Test Guidelines for technical and scientific quality. The committee approved the Hazard Assessment Task Group's request for $10,000 in outside serjv ices funds to develop a schematic approach for testing of new chemicals that would be useful for TSCA reauthorization. The committee approved the Hazard Assessment Task Group's request for $15,000 in outside serjrices to outline criteria for listing chemicals and to develop a model toxicology profile for ATSDR. The committee requested th^ t the Hazard Assessment Task Group coordinate this project wi th the Health Programs Task Group. The Hazard Assessment Task Group requested approval of $25,000 in outside services funds on survey to assess criteria for evaluating chemicals for toxicity, exposure and risk. The committee deferred action on the request pending further task group review. The committee approved the CAER Task Group's request for $5,000 in outside services funds to assist the NJ CIC in producing a videotape on CAER, Hazardoja s Materials Council, and other emergency response efforts The committee approved the CAER Task Group's request for $16,500 in outside services funds :o develop a CAER Emergency Warning Systems Guidance Document. The committee approved the External Affairs Task Group's request for $10,000 in outside ser^ ices funds to develop a workplan for a survey to identify ways to improve communication to our members on health and safety activitii s. The Health Programs Task G:roup requested approval for the expenditure of $15,000 in Autside services funds for a study on the feasibility of develop |ng a long-term chemical disability experience survey. The conail ittee did not approve the request and asked that the task group develop a more detailed proposal for the feasibility study. Ozone/Acid Rain R. Schumacher will talk wi ph D. Carroll about the Environmental Management Committee's inti rest in testimony on the health effects CMA 060824 HSC Meeting Minutes February 18, 1987 Page 4 of ozone and acid rain to determine what, if anything, EMC expects the committee to do. 7. CMA Testimony on OSHA Laboratory Standard The committee recommended tht CMA testify on OSHA's Laboratory Standard. R. Brothers will Coordinate CMA's testimony. 8. CAIR Draft Comments The committee approved CMA's draft comments on the proposed Comprehensive Assessment Inf<j>rmation Rule. 9.
