September 23, 196$
Ibe Onirata called tbe meeting to ordar at 9:30 A.M. Various HIM projects Mre discussed by Ik-. Radtk* prior to the L.I.A. pr***ot*tlon.
BEAU* AMD SArm PROGRAM
Mr. Zlegfeld called 00 Dan fowler to report an tb* L**d Bealth and 6*f*ty activities for 196$ and to discus# new procraw proposal* for 1966.
Mr. fowler cited actlrltl** of the Public Bealth Service ni Congress through tb* "dean Air Act* tbat appear to be focusing on lead and alaad at bringing about freeter control over load In our environment. Mentica h i alao aada of recent attack* on lead and the attendant publicity re ceived by tr. Clair Pattarean of California.
Chairman fcigl*bairn noted that thla subject vaa alr*d at a recant Board of Director* aeetlnc and tbat active plana Mr* under My to a*et thla adverse publicity generated by Dr. fatteracn'* clalaa on both a medical and public health and a political and economic baala.
Mr. fowler pointed out tbat a mnber of praalnecrt figure* In tb* public health field rtand ready to refute Hr. Fattereoo'* ccoclualooa aa regard* lead contamination of tb* world atmosphere, among then being:
Hr. Valley of Harvard, Hr. Keboe of Kettering, Dr. Tom Baley of ABC, and Hr. Leonard Ooldwater of Columbia.
for tbe coal eg year, Mr. Zlegfeld stated a budget figure almllar to last year's would ba requested Is order to continue a program started two year* ago to educate people--particularly thoee la aa area of Influence concert.lag Legislation and control on lead--and put lead In It* proper perspective. This pragma would Include second "facts Bulletin* and
might alio require addition of aa expanded public relation* program of considerable alt*.
Chairman Englebtrn expreseed a desire to Introduce hi* thought* on tbe subject for consideration aa an additional program for 1966: Ba felt there should be a aysteaatlc, organised effort on tbe part of tb* IIA for tbe collection and compilation and analysis of data froa member companies of tbe Association to refute Patterson'* claims. Mr. Pearler said that a few of tbe larger companies bar* started compiling such deta; however, not too many are cooperatlng--moetly through a lack of useful data.

Battery Propotlcc - UA battery praeoticc b*s been well received. The literature very popular. Tbe Industrial Truck Association It preparing a book oc battery truck* to educate Power Company talesmen. A (lide presentation might be prepared to supply various organisations with tbe technical know-bow and assistance now requiring a personal visit froo Cooael Baker--this might b* Included In tbe budget. Tbe "Battery Booster", started last year on a modest basis, has grown steadily and should now receive consideration as a budget Item.
8ound Barriers - With tbe Introduction of two commercial Items In volving; lead in this field, lightweight sheet plenum barriers and tbe Kilgore Removable Partition (which Is about to be man ufactured In tbe U.S.A.) It la felt that lead sound barriers
should be tbe subject of an Intensive advertising sad pro motional campaign.
Vibration Berrien - Conflicting reports on tbe merit* of these pads sheds doubt on tbe usefulness of continued advertising of land antiribretloo pads at this time and It has been decided to abandon such efforts until the situation becanes clear vltb respect to their nerlt. Boteworthy Installations will still be written up in LEAS, and the space advertising thus dropped can be usefully converted to sound barrier promotion.
SoMer Results at a modest advertising and promotion effort hanrs been beyond our best erpectatione. An snarl rg cosher of in
quiries have resulted from such ads, sal It Is felt that It would be veil worth while to continue the program as is.
Cable Program - Loss of the cable market seems to be abating and a trend towards a alight swing back to lead abeathed cable appears to be In the naklng. Mostly, the 1966 cable promo tion would take tbe fern of exposing potential electrical engineers 00 a college level to the material. (Mr. Smart suggested that cable advertising stress the ccaaerdal aspects mere and drop tbe mundane technical approach, for instance, Mr. tfc&rt mentioned tbe discovery by others that in tbe event of fire, high beat, or explosion, lead tbesthing has proven more durable than plastic. Be suggest* that other advantages of lead exist that could be emphasised that would perhaps sell it more effectively.)
Ceramic* Program - Ccmlng along well, no major change*, lav
developments bear watching, such as Ferrite Megoets, lead Eirconate-Titanate and Porcelain enameled aluclmm. Mr. Zlegfeld presented a development proposal from Fair-Rite Corp. to prepare various mixture* of high lead content ceramic magnet material* vltb which LIA could than aample various concern* in an effort to Interest a manufacturer to begin productloo.

Plgnent* Prop-** * Continue promotion of chrome yallcnf traffic point* snd lead pigment el metal protective paint*. Aa la* tenslfled effort voull be sale la promotion of tb* chrome yellow to offset a newly developed rulfur system for road marking which 1* a potential threat to a considerable pro portion of thl* growing market for lead.
flushing - Promotion of thla market mainly Involve* calking laad. In the pa*t few year* tbe L1A ha* been fighting a holding action in hope* that research would come along with Dev develop ment* which eight help to retain pre*ent market or possibly pick up old market. Bow with nothing la the offing, and the new locking-type of neoprene gasket*, the question 1* bow much good our advertlativ will do.
Terne Plte - Thank* to LXA urging, both U. S. Steel and Armco have been promoting teme in advertlsementa taken in national publi cation*. In addition, the American Iron A Steel Institute'* Ccoslttce an Coated Steel* ha* published a booklet promoting terne a* well a* galvanlted and alusima coated steel. Con tinued promotion by LXA to designer* may well help to turn up new application* which would help to balance out the ra lop sided automotive applications for tern*.
Roofing and Pool Liner* - Continued promotion in thl* area help* keep architect* and specification* writer* aware of lead's usefulness as a waterproof mesbrane. A test underway now la expected to prove out a design for a pool liner that, if auccessful, would result In Its selection as tbe liner for a pool requiring over 300 ton* of lead.
Chemical Construction - With tbe Battelle eorToelon report which was compiled under an UZEO contract, it Is felt that considerable use alght be made of a published version.
Radiation Shielding - There seems to be a feeling that nuclear shielding designers may not know all there Is to know about lead's attributes, and if an Idea presents Itself as to hew this can best be presented, a prograa may be recoomeoded.
IIP Code Changes - Zip Code changes required by the Poet Office mey be around 18,000.
Trade Shows - Bo charge reecmeended.
Movie cn Lead - The movie ha* been finished and will be ready for distribution starting vlth 1966- Tbe recommendations for dis tribution will probably cost In tb* neighborhood of >10,000-115,000 next year.
