Section I - INTRODUCTION
CapturePoint, LLC / North Burbank Unit 31 Battery Inspection Date 12/07/2022
PURPOSE OF THE INSPECTION
EPA Region 6 inspector Matthew Allen arrived at the CapturePoint, LLC / North Burbank Unit (NBU) 31 Battery - Well 23-43 (EPA ID No. OKU002129) at 2:00 PM on 12/07/2022 for an unannounced inspection. This was an EPA inspection in response to a National Response Center Spill Report (NRC No. 1354392) which was received by EPA Region 6. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There was no other federal, state, or local agency representatives present at the time of the inspection.
FACILITY DESCRIPTION
EPA conducted an inspection at the CapturePoint, LLC North Burbank Unit 31 Battery, well # NBU 23-43, where an equipment failure at the well head released produced water/oil and drilling mud to the land surface. The released fluids traveled west, down the lease road, and ultimately flowed into a nearby unnamed tributary which was dry at the time of the spill event. CapturePoint, LLC representatives estimated the total amount of spilled fluids to be approximately 250 barrels.
Section II - OBSERVATIONS
From a safe distance, I observed the workover rig performing containment and repair actions on well NBU 23-43 (see photo log, photo No. 1). Well NBU 23-43 was the source from which the blowout occurred, releasing the brine and drilling mud into the unnamed tributary. NBU 23-43 was part of the lease connected to the NBU 31 Battery. I observed the flowpath (see photo No. 2) from the release point (well NBU 23-43) as it traveled west along the lease road toward the Point of Entry (POE).
I observed the POE (GPS 36.891045, -96.743105) into the main channel of the unnamed tributary (photo No. 3). I observed a TDS field reading of 102,746 mg/L at the POE (photo No. 4). I observed additional TDS field readings of 85,194 mg/L (photo No. 6) and 71,490 mg/L (photo No. 8) along the main channel of the impacted tributary. TDS field readings were taken with a properly calibrated YSI Pro 30 conductivity meter, calibration information was recorded in the inspection field notes logbook.
I observed three (3) temporary containment dams placed by the operator to prevent further downstream migration of contaminants (see photo No. 7 for the lowermost dam). I observed 2 vacuum trucks removing contaminated water from the impacted tributary. At the time of the inspection, the blowout and spill were both contained, and the spill had traveled approximately .15 miles.

The primary area of concern was to remove the produced water and drilling mud from the flowpath and the impacted tributary.
