We will now be processing your application for Licensee membership In the Institute and hope to have an answer to you by about October 1, 1977. It would appear that your application is in good order and I do not know of any reason why it will not be accepted. IT I will try to answer the technical information questions annexed to your letter. Actually the steel used on disc brake shoes is generally either SAE 1010 or SAE 1020. I am listing for example the steel that is used in many American disc brake plates. Disc Brake Shoe Steel D-l D-3 D-10 D-ll D-14 D-20 D-33 D-34 D-35 D-36 D-38 D-39 D-50 1010 HR 1010 or 1020 1010 1010 HR 1010 - 1018 1030 - 1020 HR 1018 - 1020 1018 - 1020 1035 HRLC (Hot Rolled Low Carbon) 1020 HR 1010 HRLC (Hot Rolled Low Carbon) You will note that many use 1010 steel but some use as high as a 1035 steel. The actual steel used is based on tests made by the vehicle or brake systems manufacturer. A -2- August 23, 1977 the disc brake pad assembly getting loose due to repeated spike or high decelerations stops. A continued hammering of the steel at Its ends may cause some softness and the possibility of steel being o displaced. In some applications the vehicle or brake systems manufacturer may recommend a higher carbon steel than the 1010. While there are several cases In which brake systems manufacturers have gone to higher carbon steel, there is no specific study or data available to compare the steel qualities as used on disc brake shoes. I agree that it may be safer to use SAE 1020 because of the possibility of the shoes being deformed under certain high torque conditions. However, there is no literature on the selection of steel other than 1010. Note that SAE 1010 Is used on many disc brake shoes. A8 regards question two, yes, it is possible to obtain copies of some original drawings of brake shoes from the Institute. However, as I indicated in my letter of January 24, 1977 some of the drawings do not have the details necessary for manufacturing. Some are silhouette drawings for identification purposes only. As you may understand, some brake shoe manufacturers, while they will cooperate with the Institute in providing silhouettes or sketches, will not provide the detailed specifications for manufacturing the brake shoes. In other cases, some manufacturers provide us with the details necessary to manufacture a brake shoe. We will provide you with available drawings on request. As regards item three, there is no federal standard pertaining to the manufacturer of unlined disc brake shoes. However, all manufacturers are required to produce a safe product. If for some reason a product which you manufacture Is considered as having a "safety related defect" you could be required to recal that product. All manufacturers of equipment that might be related to motor vehicle safety are covered by this regulation. A copy of the Federal regulation on safety related defects is enclosed. We will now be processing your application and when I have a vote from the Board of Directors I will let you know. If you were manufacturing unllned brake shoes (either disc or drum type) you would be eligible for Licensee Membership. In the automotive replacement market, most brake shoe suppliers use our copyrighted FMSI numbers and numbering system to Identify parts on price lists, catalogs, sales literature, etc. The system was set-up to help suppliers, rebullders, and Installers In the aftermarket, and as I mentioned the numbers and numbering system are copyrighted. Licensees Are given permission to use copyrighted FMSI numbers on their products, sales literature, etc., for marketing their shoes (both disc and drum). We alao provide Licensees with up-to-date information on new brake shoes (which includes disc brake plates). This is done through technical bulletins. We publish Catalogs which Members and Licensees only can purchase for use by their customers. The latest of these was the "1976 Brake Shoe Identification Catalog." A Licensee Is also entitled to purchase prints on new shoe releases, receive technical bulletins on new assignments, and request Information on shoes. Some prints are silhouettes and do not have manufacturing dimensions. But in particular, the major right acquired by membership Is the right to Uhe our copyrighted FMSI numbers on plates, and cartons, and In price lists, catalogs, etc. Our Annual Fee (for the last six years) for Licensee Membership is $500 In U.S. currency.
