Minnesota (Boilers and Pressure Vessels). Updated to include a new rule clarifying attendance requirements at high-pressure and unoccupied high-pressure boiler plants and revising attendance horsepower levels to align with the licensing statute. The rule also adds clarifying language, provides for an additional unoccupied plant option, and specifies requirements for boiler attendants to update logbooks. The new rule became effective Sept. 5.
Waste Management Guide

Florida (Release Reporting). Updated to reflect Florida's Public Notice of Contamination Act, which requires owners and operators of facilities to report discharges of a reportable pollution release to the Department of Environmental Protection (DEP) within 24 hours. The law also requires owners and operators to report the migration of pollutants off-site to the DEP within 24 hours. The department subsequently must post a notice of the release on a designated public website. The statute took effect July 17.

Resources (DNR) regulations for discharge permits to include effluent limitations. The DNR may impose an effluent limit on an internal waste stream if it is impractical or infeasible to do so at the point of discharge.
Wisconsin (Water Quality Management Plans). Updated with the requirement in state law directing the DNR to establish a continuing water quality management planning process.
Wisconsin (Permit Fees). Updated with annual fee requirements for discharge permits for stormwater from municipal systems, industrial sites, and construction sites. In areas with authorized local programs, the municipality pays a $75 annual fee for each construction site approved during the previous year instead of the permit holder paying the fee.
Wisconsin (Monitoring and Reporting). Updated to reflect the requirement for the DNR to determine monitoring frequency for each effluent limitation in a Wisconsin Pollutant Discharge Elimination System (WPDES) permit on a case-by-case basis.
Wisconsin (Stormwater Permits for Industrial Activities). Updated with a statutory requirement for owners or operators to obtain a permit for discharges from stormwater conveyances associated with industrial activity as defined by the DNR.
Wisconsin (Pretreatment Program). Updated to reflect requirements for industrial users discharging to publicly owned treatment works (POTWs) to comply with monitoring and reporting requirements. A POTW subject to pretreatment requirements must develop and implement procedures to ensure compliance by industrial users. POTW pretreatment programs also are subject to reporting requirements.
