Highway 25 * PO Box 91 Aberdeen, Mississippi 39730 Dear Mr. Friend: Your application for a waiver of canpliance with the revised vinyl chloride standards of the National Emission Standards for Hazardous Air Pollutants (NESHAPS, 40 CFR Part 61) for your polyvinyl chloride plant at Aberdeen, Mississippi, was forwarded to EPA by the Mississippi Department of Natural Resources on January 23, 1987. We have reviewed your application and additional information you submitted on March 12, 1987, and your request for a waiver pursuant to 40 CFR 61.11 is hereby approved. This waiver is granted under the following conditions: The following increments of progress for construction of equipment to achieve compliance with the standards must be attained no later than the dates specified as follows: a. Purchase order issued Completion Date June 1, 1987 b. On-site construction started November 1, 1987 c. On-site installation completed January 1, 1988 d. Final compliance achieved February 1, 1988 Mr. James T. Wilburn, Chief, Air Compliance Branch, EPA Region IV must be notified in writing no later than 10 days after each increment has been achieved. During the period of the waiver, an emission test demonstrating compliance with the standards must be performed on the affected equipment with test methods pursuant to 40 CFR 61.245 and an emission test report submitted as set forth in 40 CFR 61.13. ABD00079625 -2 4. If at any time EPA determines that your source is creating a situation of imminent endangerment, this office will notify you as to what steps are necessary to prevent imminent endangerment. Such steps must be taken by the date provided in such notice. This waiver may be terminated at anytime if the above conditions are not met. Failure to meet condition (4) above will be grounds for inmediate termination of this waiver. please be advised that this compliance waiver approval does not relieve you of responsibility with other applicable Federal, State or local environmental regualtions.
