Jjhsign Heinitz accepted the report. He asked for the plant telephone number, plant address, and my home telephone number. He asked the time of the release and I told him 5:50 a.m. on December 18, 1983. He asked for the location of the release and I told him D-600 reactor which is located in the plant site. He asked the amount of the release and I told him 229 pounds of VCM. He asked if the VCM release entered any waters leaving the plant site and I told him no - that the VCM was dissipated to the air. He asked if there were any injuries and I told him no. He asked if state or local agencies would be notified and I told him no. I told him the state had informed us they only want to be notified of major releases. I told him the release occurred as D-600 reactor was attempted to be charged. I explained to him this is a batch process and one step is to break vacuum in the reactor with VCM. I told him the panel operator did not get an indi cation that .VCM entered the reactor when he tried to break vacuum. VCM did get into the reactor unknown to the panel operator and when he later vented the reactor to start the charge sequence over again, VCM was released to the atmosphere.
