Mitchell Charles E. Albertson Michael H. Bancroft F. Lorraine Bodi Thomas A. Campbel General Counsel Response to Memorandum of April 27 I understand and appreciate your loyalty to Doug Ancona. On the other hand, I do not understand or appreciate your nationwide circulation of a memorandum questioning the motives of the Deputy General Counsel responsible for the regions. I have carefully considered your request to reconsider my decision to transfer Doug, but I conclude that the reciprocal transfers of Eileen Cooney and Doug Ancona are best for the office as a whole. In originally arriving at my decision, I consulted with a number of senior NOAA officials, both past and present, and did not rely only on Jay Johnson's input. I have tremendous faith in Eileen Cooney and her legal and management skills and feel that the management of the Northwest Regional Office is a responsibility that she will fulfill admirably. Doug Ancona is a fine attorney, and I feel that the new challenges presented as Assistant General Counsel for Enforcement will allow him to excel. I feel it Is important that the regional perspective be present at the national level and that the national perspective be present in each region. This is achieved by this move. This is a difficult decision for me. I recognize that it is always difficult when long-term relationships are disrupted. I appreciate your concern for Doug and for the GCNW office, but I consider the original decision to be the correct one.
