Ernest Muehleck KEASBEY & MATTISON NO. 1 The meeting vas called to order by Temporary Chairman, Ernest Muehleck. It was moved by Mr. Fable and seconded by Mr. Cannon that Mr. Muehleck be elected Chairman of the Dust Control Committee. Motion unanimously passed. NO. 2 Using the agenda prepared by Mr. Muehleck as a guide, the.matter of various methods used in determining the amount of dust present in the atmosphere was brought up for discussion. Mr. Muehleck described the Bausch & Lomb dust counter, its costs, etc. and ouen discussion was held on methods used by other member companies. Mr. Muehleck suggested that each member company send a report to the Committee'Chairman covering their dust count procedures, as well as their State and Insurance Company regulations and standards. This suggestion was acceptable to all present. NO. 3 .. Discussion was held on means of protection for employees engaged in the emptying of asbestos fibre bags as received from the mines. Various types of respirators'were PRODUCED JM-83 MS 002355 MT-001759 -2- ATI-22 discussed, and It v&s suggested that all member companies send to the Committee Chairman a report on their experience with different types of respirators. The use of X-Rays as a means of analyzing lung conditions of employees was also discussed in detail. It was agreed by all that a pre-employment examination is important and further protection to the employee could be given by means of X-Rays throughout the year. Mr. Muehleck offered to furnish to the Manager the name of the Keasbey & Mattison doctor who is a specialist in X-Ray reading. He also agreed to send to the Manager several form, letters which the K & M doctor uses in notifying employees whose working conditions should be changed. HO. k Dust control in the fibre preparation room was covered in a report by Mr. Muehleck. His recommendation of the use of Sun Oil Company's No. 538 asbestos fibre condition ing oil was discussed in detail. HO. 5 The problem of reduction of dust at the carding engines was then discussed. Mr. McKinney presented a report from the Garlock Packing Company relative to their dust control system. Since this report seemed to be of considerable interest to all present, it was suggested that the Manager secure the permission of the Garlock Packing Company to have this report copied and circulated to the member companies of the Institute. HO. 6 Before analyzing the remaining problems of this Dust Control Committee, Mr. Armstrong suggested that an outline be made of the objectives at hand. Reviewing the points discussed, it was agreed that the following points were worthy of initial considera tion by this Committee: PRODUCED JM-83 MS 002356 MT-001760 ATI-22 -3- (a) Aim to standardize dust count procedure by analyzing the methods used by the various companies, State health departments, insurance companies,etc. (b) Determine from the experience of member companies the most effective and practical types of dust protection equipment ... respirators, etc. (c) Gather and distribute information on safeguarding health through X-Rays, medical examinations, etc. (d) Determine what preventive measures other than dust collection systems, etc. can be taken to reduce dust, such as wetting fibres, etc. (e) Determine the best type of dust systems as regards types of machines, plant layouts, local conditions, etc. . Mr. Muehleck suggested that each company report on their dust control systems, method of taking dust counts, their State and Insurance Company regulations, etc. and that a sub-committee be appointed to analyze and summarize these reports. It was agreed that Mr. Muehleck would serve as an ex-officio member of this sub-committee. HO. 7 . Mr. Muehleck then reported on the Keasbey & Mattison methods of reducing dust at Bpinning frames and looms.
