The unannounced inspection was conducted by Pamela Storm who possesses EPA inspector credentials to conduct CAA NESHAP asbestos inspections. The facility is a former Chick-Fil-A restaurant that has been remodeled into a dentist office. Permit #RIF2106024 was issued by the City of Canton on August 31, 2021, for the interior finish for the new dental office. This permit lists the contractor as Merit Construction Company, Inc., 2400 Pleasantdale Road, Atlanta, Georgia 30340 (phone: (770) 448-4200). The permit lists Chick-Fil-A, Inc., 5200 Buffington Road, Atlanta, Georgia 30349 (phone: (770) 402-5282) as the facility owner. The facility was not occupied, and no work was occurring at the site during this inspection. It appeared from observations from outside of the facility that renovations had been completed. The purpose of this inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 CFR Part 61, Subpart M, for the renovation activities conducted pursuant to this permit. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; and demolition and/or renovation/abatement notices sent to the State. This inspection was conducted based on field observations by the inspector and the previously mentioned permit. Facility Information The facility is a former Chick-Fil-A restaurant that has been remodeled into a dentist office. The EPA inspector observed that the renovations appeared to have been completed although only limited parts of the interior of the facility could be observed through the dark screened windows. It seemed like the newly renovated facility had not yet begun operations as a dental office. The previous Chick-Fil-A sign had been removed. Also, the Chick-Fil-A's outdoor playground had been removed down to the slab. The facility's interior had been reconfigured to make exam rooms from the previous restaurant layout. This likely involved the disturbance of wallboard materials. All restaurant equipment was removed. A check-in desk for the dental office was visible through the facility's windows. Conclusion The EPA inspector will follow up with the owners/operators of the facility and the renovation activity, as deemed appropriate, to obtain information and necessary paperwork related to this activity. This information will include, but not necessarily be limited to, copies of asbestos inspection reports, notifications, and waste shipment records for the facility.
