Dear Dr. Kehoe:
A request has gone out to all members of the Committee of Progressive Hair Eye Manufacturers to send their formulae to you in San Francisco, (a list is attached.) All of these should be in your hands by the first of February.
During our phone conversation in December I mentioned that the firm who bought Pi), Hazel Bishop Inc., might tiy to work independently with you and you agreed that such would not be acceptable. It now appears that they will go along with our group but feel that a discussion with you might make them happier since their formula is somewhat different from the average.
When all of this information is digested by you, only you can judge whether it is possible to pattern a generic composition for your studies that will be fair to the majority. As you and I discussed, it will sub sequently be necessaiy to make separate limited studies on each formula anyhow. Whether or not ED should influence your initial study is best de termined by you. Since it appears to contain an higher percentage of lead acetate it may have to await the second part of the plan.
Suffice it to say, we others who have devoted much time to this pro ject want to include all of the industry in our dealings with FDA, for of course there is strength in unity.
It so happens that the chairman of our Committee, Mr. Jule Gordon, who has been the industry spa.rk plug in organizing a united front will be in San Francisco February 7, 8, 9> and 10th. Could it be possible for you to spend an hour with him one of those days at which time Mr. Garland the tech nical head of Hazel Bishop (the KD successor) would sit in to learn how you propose to approach this generic program? I'll phone you on February 2nd to see if you can suggest a time during the above mentioned days.
Believe me, Dr. Kehoe, we all appreciate the thought you have devoted to our project to date and feel extremely fortunate that we have your ear. I hope the above idea will not interfere too much with your stay in the West, but know that we will make progress if you can arrange the suggested meeting.
