Background
The U.S. Environmental Protection Agency is required by Section 301(d) of the Federal Water Pollution Control Act Amendments of 1972 and 1977 (the "Act"), to review and revise, if necessary, effluent limitations promulgated pursuant to sections 301, 304, and 306 within five years of promulgation of these regulations. In conjunction with this review program and as a result of a court settlement with several environmental groups the Agency is undertaking a major examination of toxic pollutants discharged by industrial sources. To achieve these goals' the Effluent Guidelines Division has the responsibilities of: 1) developing, proposing and promulgating effluent limitations guidelines, new source performance standards, pretreatment standards and Best Management Practices (BMP's) for industrial point source discharges, 2) assuring the adequacy and validity of the scientific, economic, and technical data and findings used as support for the effluent limitations and standards, 3) gathering, developing, and analyzing data and background information basic to the annual review and periodic revisions of the limitations and standards, 4) developing technical information required by the judicial review of effluent limitations guidelines, new source performance standards and pretreatment standards.

Sampling
STATEMENT OF WORK
Introduction
The regional offices are charged with determining the magnitude of the contamination of industrial sites by a selected priority pollutant 2 ,3 ,1 ,8 , TCDD. The sites include industries where the pollutant might have been produced as a byproduct or incorporated in formulated products or produced at combustion sources (power plants) or spread as contaminated products. In addition, the regions will be identifying control sites for ambient sampling. Special sampling and analysis protocols and quality assurance standards have been established which will form the basis for the contractor field work. The sampling effort must begin by early summer to meet mandated schedules. The quality of the generated data must also be of the highest quality and will be evaluated by the latest statistical quality assurance techniques.
Activities
The Contractor shall supply sampling support as requested by Regional offices. A general Work Plan will be provided to each requesting Regional TCDD coordinator for approval. The Work Plan shall contain an over all schedule to visit designated industrial and control sites for environmental sampling, A reconnaissance visit shall be included where appropriate. For each facility or control site a specific Sampling Plan shall be developed and submitted for approval. Upon approval a fully trained and equipped team shall conduct the sampling according to the EPA protocol provided. Specific plans may vary according to the type of site being sampled. For control sites some additional guidance and training will be provided by EPA. A site visit report shall be prepared for each visit and submitted to the Regional coordinator.
Deliverables
The Contractor shall prepare a preliminary Work Plan within 30 days of the issuance of a specific regional task. All sampling visits shall be conducted and reported by September 30, 1984.
Soil Sampling for Region V Portion of Tier 7, Phase X of the National Dioxin Study
Background
U.S. EPA headquarters has selected a total of 79 urban and rural sites for soil sampling in Region V's portion of the National Dioxin Study, A listing of the number of sites by rural county or urban SMSA is provided in the attachment, A site map indicating the location of each site is now being developed and will be provided to the contractor.
Task 1
The contractor will provide a project workplan based on the specific site locations provided by U.S.EPA utilizing procedures in U.S. EPA's National Dioxin Study workplan. Copies of the necessary agency workplans and guidance have already been provided to the contractor by U.S. EPA headquarters for the purpose of preparing a workplan* The contractor may utilize "Project Plan for Tiers 3, 5, 6 and 7 of the National Dioxin Study including Quality Assurance and Quality Control requirementst" Office of Water Regulations & Standards, U.S. EPA, May 30, 1984 (Draft) in developing the workplan, also the May 16, 1984 draft of the "Sampling Guidance Manual for the National Dioxin Study".
Task 2
Following the U.S. EPA guidanace and workplan the contractor will obtain samples at the sites and transport the samples to the laboratory specified in the workplan. All U.S. EPA QA, chain of custody, sample coordination, subsequent coordination procedures and community relations procedures will be followed.
Task 3
Following completion of sampling, the contractor will submit a brief report indicating the methods utilized and the locations of the samples obtained. Any special conditions of sampling should be noted as well as any special difficulties in any part of the process.
