The CRG objective at Spruance is to identify the potential need for operating changes such as the additon of wastewater treatment equipment or air emission controls to meet these numbers. This will allow the business to montetize these controls, so that the business sales agreement can address the issue of who will pay for these controls. Just to ground you, the max concentration in groundwater (not drinkingwater) at Wash Works is in the low 30ppb range. Drinking water is much lower. Onsite Surface soil concentrations at WW are below the number. Max air concentrations are in the low end of the range.
I suggest a combination of sampling and process knowledge approach to develop a mass balance around the process. Sample the wastewater stream, including scrubber effluent. Calculate the concentration in the river
(assume that is influent to Hopewell)
Assume that mass emitted thru the air Is the difference between what came in the product and the wastewater mass
thru air modeling, calculate the max concentration in the air.
Altemitively, back calculate the mass needed to create an ambient air max concentration at the screening level and then thru process knowledge assess the potential to emitt that quantity. You could do the same approach for water.
