Section I - INTRODUCTION
Martineau Operating Company / JN Peterson Lease Inspection Date: 03/03/2020
PURPOSE OF THE INSPECTION EPA Region 6 inspector K.W. Sanborn visited the Martineau Operating Company oil and gas facility located near Kilgore, Texas on 03/03/2020 for an unannounced inspection. There were no representatives of Martineau Operating Company present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations.
FACILITY DESCRIPTION This facility is located on the JN Peterson lease. The facility has the state identification number: RRC No. 06990.
Section II - OBSERVATIONS I observed a cut in the berm wall of the secondary containment and therefore there was no secondary containment measures in place. There was not a berm around the separator as well. Minor amount of brine damage around the battery.
Section III - AREAS OF CONCERN There was no secondary containment at the tank battery and separator.
Section IV - FOLLOW UP EPA water enforcement will refer this facility to EPA Region 6 SPCC program.
