One o f the ite m s of i n t e r e s t was the prop osed OSHA r e g u la tio n which was due near the end o f Septem ber. I t had been in d ic a te d th a t th e OSEA sta n d a rd s would be o rie n te d more tow ards work p r a c t i c e s than to a num erical sta n d a r d . Mr. Weaver in d ic a t e d th at t h e OSKA in d iv id u a l who in d ica te d t h is d id so b e lie v in g th at the new stan d ard would not h ave a new n u m e rica l. l i m i t . A p p aren tly th ere was a lo t o f movement within.OSHA by oth er g ro u p s--p o s s i b ly lab o r u n ion s and NIOSH-- and th a t th e proposed lower n iuoarical sta n d a r d came in a t the v e ry end of the v T ite -u p a s i t was p rep ared fo r p u b lic a t io n . The s ta n d a r d , which v i l l be d i s c u s s e d l a t e r , proposed a n u m erical sta n d a rd o f 0 .5 f i b e r s / c c (TWA). Several attendees s ta te d th at th is conference was most w orthw hile. I t gave a good overview on a s b e s t o s . The only c r i t i c i s m cad e w as th a t the speakers did not have s u ffic ie n t time to be question ed a f t e r th e ir p re se n ta t io n s . It was sta te d th at the audience fo r th is b o o k le t, as w ritte n , trust have been the environm entally concerned custom er. THE PROPOSED OSHA STANDARD AND THE 0 .5 FI3ER/CC LIMIT P r io r to d is c u s s i n g d e t a i l s cn the proposed OSEA s t a n d a r d s , s e v e r a l members s t a t e d th a t they had bean in sp e c te d by OSHA. r,lh ile in a few c a s e s c i t a t i o n s were made f o r h ig h e r c o n c e n tra tio n s o f a s b e s to s than p e r m itte d , t h e r e had been many in s ta n c e s where counts were made w ith ou t a c i t a t i o n . While the v alu es on the c o n c e n tra tio n are rev ealed when a c i t a t i o n i s m ade, OSHA does not p ro v id e in fo rm a tio n on the counts when a c i t a t i o n i s n o t i s s u e d . S e v e r a l members in d ic a te d th a t they b e lie v e d th a t OSHA w i l l n o t p ro v id e w ritte n r e s u l t s on t h e ir t e s t in the work p la c e u n le s s i t i s n e c e ss a r y to support a c i t a t i o n . In o th er words, where a c it a t io n i s not in v o lved them w i l l n o t r e v e a l the cat:-.. Washington, D.C. 20210 The question was asked as to whet vould be the most e ffe c tiv e naans of communicating with Washington to in dicate the problems with th is nev numerical standard. Should the In stitu te coaeeae? Should the individual members consent? I t i s not enough for the manufacturer to fe e l his views w ill be represented to the regu lators by the Asbestos Information Association or FHSI. I t was suggostad that i t vould be b est I f both the In stitu te and in dividual embers respond with points that are p a rtic u lar to their fa cto ries. I t i s f e l t that p a rticip atio n by the small manufacturer w ill be most meaningful. The Asbestos Study Committee v i l l review the proposed standard and note eome of the points th at members may wish to cotnent on. I t should be pointed out that even I f members c e a a t to the e ffe c t that they support the ALA comments or they support the FHSI consents, at le a s t they v i l l be on record espousing th eir viewpoints. A comment was made to tha a ffa c t that evaryona has been gearing to * * th e ir concentrations down to the 2 fib e r /c c H a le by Ju ly 1, 1976. The technology necessary to take the count down to 0.5 flb e r/e e i s not known. How can con sn ts be made on the cost Impact, e ffe c ts on competition* e ffe c ts on employment, e ffe c ts on energy supply, when the technology fo r getting to the 0.5 flb e r/c e i s not even known sc th is time? The le a s t that can be done i s to request an extension of tin e for comments p ast December 8, 1975. Upon motion duly made, seconded, unanimously passed i t was RZS0X.VED: That the I n stitu te v i l l request the Department of Labor to delay the cu t-o ff date fo r coMant on thee** proposed amendments to A pril 1, 1976. The frictio n m aterials Industry does not know whether the 0.5 fib e r/c c Limit can be reached. Perhaps i t ir lll be necessary to go to m aterials with a m aterial cost ten times that of asbestos i s order to get the work place down to the proposed le v e l. Industry i s confronted with requirenent* fo r Standard 121 and Standard 105-75 from the National Highway T raffic Safety Administration with stringen t fric tio n m aterials requirements at the same time Chat they oust evaluate whether they can s t i l l use asbestos in their products. There ere sev eral points in the OSHA standard besides the 0.5 fib e r/c c lim it. However, the main problem i s the 0.5 flb e r/e c l i mi t . Some of the comments to follow concerned nev problems that may a r is e as e re su lt of th is proposed standard. These problems w ill be pointed out to the members so that they can look at these from th eir viewpoints with the aim of advising Washington on th eir in d ividu al problems with th is standard. The reduction of the lim it to the 0.5 le v e l la going to e ffa e t processors such as the re-bu ild er and the garages who were noe re a lly included in th is standard before. Any o u tfit that handles fr ic tio n m aterials may very well find airborne concentrations of asbestos fib e rs that exceed the 0.5 fib e r/cc le v e l. For example, a junk yard which might have a aay work chat they might do which could b rin g t h e ir c o n c e n tra tio n above 0 .5 f i b e r / c c would now be a problem . These p e o p le w ould now b e co v ered by th e req u irem en ts o f the OSHA stan d ard . Many s m a lle r o p e r a to r s have to d r i l l n a t e r ia l s t o 'a d a p t then to unique shoes in. th e f i e l d . A d d itio n al d r i l l i n g would p ro b a b ly move co n ce n tratio n l e v e l s w e ll above th e maximum c e ilin g concentration of 5 fib e r/cc. A p o in t to b e m entioned i s not to adopt the t a c t i c o f "You c a n 't do i t . " The p o in t i s t h a t a t th e p re se n t time technology i s n ot a v a ila b le in the f a c t o r y to g e t down t o t h e se l e v e l s . The in d u stry does not know what the c o s t s a r e . How can comments be made on c o s t im p a c t, c o m p e titio n , employment, en ergy , e t c . when the technology to g e t t h e r e i s n o t known? S t i l l fu rth er, i s such a lim it necessary? 4. I t i s su g g e ste d th a t u n le s s a member h as s p e c i f i c m e d ica l in fo rm a tio n su ita b le to re fu te the p ro p osals in the standard th at he not attem pt to r e s i s t the 0 .5 f i b e r / c c li m i t based on non p r o f e s s i o n a l o b s e r v a tio n s o f w orkers made in the p a s t . In oth er w ords, i f i t was n o t good m e d ic a l in fo rm a tio n d o n 't u se i t . I t does not appear that G reat B rita in has s u ffic ie n t m edical evid en ce to s u p p o r t such a l i m i t . However th e proposed OSHA s ta n d a r d s are so e x te n siv e and so f a r reach in g they must ta k e p r i o r it y o v er th ese new I?A S ta n d a r d s.
