Alexander Minutes of Specification Committee Meeting Vinyl Chloride June 24, 1953 The minutes listed below are not complete minutes. They cover only those points about which there was prolonged discussion. The agreed-upon limits to be incorporated in the Vinyl Chloride specifications are not discussed here. OSiey are included in the apecilicatlon now being circulated for written approval. There was a considerable discussion to define the difference between "nanufacturlng" specs and !'sales/customer" specs. It was finally agreed that Standard Chemical Specifications of the Texas Division would be "manufacturing11 specifications. It was also pointed out that use of any "sales/customer" speci fications would lead to confusion, unless referred to specifi cally as such. It was agreed that, to have two grades of material, there must be physical separation of those grades. Hence, there cannot be two grades of VCM, one for Springfield and one for Firestone, unless these grades are separated. So it was agreed that there would be cnly one grade of VCM, to be known as VCM-300. There fore, only one specification is required. It was the consensus of those present that the procedure for handling Standard Chemical Specifications should be issued as a P-bulletin. This will be done. Firestone has a specification for polymer-relative viscosity. The Research Department has Firestone's procedure, but ha3 been unable to obtain satisfactory check resultB. Since there is no gooc Texas City test for polymer-relative viscosity, it was agreed not to include this in the standard specification. This test has been run only infrequently at Texas City, and Bill Wiese feels that Firestone won't possibly reject a car on the basis of such test-results. Hence, it was agreed not to include the Dorell weathering test in the standard specification. Recently, Firestone added limits for chloroprene, vlnylidene chloride, and methyl vinyl chloride to their VCM specifications. These three were not originally covered by the contract, and the Sales Department is having further discussions with Firestone about these specifications. It was agreed not to include llmitB on these three characteristics in the standard specifications, at this time. Firestone has a water specification of 0.1# maximum. However, there is no satisfactory Texas City method for determining water in this concentration-range. Therefore, It was agreed that the only water limitation would be no free water. Springfield has a limit on high-boiling liquid impurities, and Firestone has a limit on non-volatiles. The discussion brought out that these two things were not exactly the same. It was agreed that the standard specification would include only a limit on high-hoiling liquid impurities. A limit of six months was set on the vinyl chloride specification.
