Minutes of Special Meeting of Members May 22, 1563 A Special Meeting of the members of was held at the Plainfield Country Club, Plai Jersey on May 22, 1563. X o -- W United States Mineral Products Company 0'Hourhe being all of the members and a quorum. Present by invitation were Messrs. Singer, Jenna, Lieff, Stumpf and tfilscn. Also present was John 3oyer of Cadwalader, Wichersha-m k Taft, counsel. Mr. Levine, President of the Corporation, acted as Chairman of the Meeting and Mr. 3inger, acted as Secretary of the Meeting. . The Chairman, after calling the roll, read the min utes of the Annual Meeting of Members held on January 12, 19c which had been previously distributed to the memoers. There being no amendments or additions, the minutes were ordered filed as approved. f t/ 11 (/i `(.tI The Chairman called upon tne Treasurer, Mr. 0'Pc to render his report or. the financial condition of the Cor tion. Mr. O'Pourhe outlined the receipts and disbursement the period September 1, 1567 through May 15, 1963 and the of cash on hand as shown in his written report. The rspcr fu 11 <t ,'C >;. V the Treasurer was unanimously approved by the members cf the Corporation and ordered filed wi.cn the minutes of the Meeting. Toon motion duly made and seconded, it was un animously R230L7S3, that the Treasurer be directed to transfer Corporation funds from the checking account in Chase Manhattan Banfc at his discretion to the savings account of the Corporation in Chase Manhattan Bank. The Chairman then called for the retort of Legal Counsel, Mr. 3oyer. Mr. 3oyer advised that the application for the collective marie had been filed and that* from five to six months would probably elaose before it is publisr.ee for opposition in*the Patent Office Gazette. Mr. 3cyer advised members of the status of the complaint against K-13 with Federal Trade Commission as of February 16, 1563 which was that the matters are receiving FTC attention. Counsel briefed members on the Schwinn decision and its effect upon the activities of association members. The Chairman then read the report of the Cha. man of Promotion Committee, Mr. Miller, who was unable o at the Meeting. The Promotion Committee submitted a Tabulation cf Sound Absorption Characteristics of Sprayed Mineral Fiber. Material comprising this report had been approved oy the Technical Committee. The Promotion Committee submitted information from the American Institute of Architects concerning their Uniform Filing System for use of members. The^ new Bulletin forms which will be used by both ' the Promotion' and Technical Committees was shown to members. -Members-were given a supply -of Sprayed Fiber Application Practice bulletins and discussion was bad cn plans to distribute tne bulletins. It was agreed that each, member distribute to -his contractors. The Promotion Committee is to develco a letter of transmittal to accompany the Bulletin. Each members is to advise the Executive Secretary whom to send Bulletins to other than contractors, etc. and the Secretary will advise all members of this distribution. Mr. Stumpf displayed a tire tread thickness gauge he had obtained from Sears Roebuck which could serve as a sprayed mineral fiber thickness gauge by slightly sharoer.ing its point. He had obtained the-manufacturers name ar.d* had preliminary cost inf creation. The members agreed it would serve the purpose and upon motion duly made and seconded, it was RESOLVES, that Mr. Stumpf be authorised to purchase a lot of *00 gauges^and have points turned down at a sum not exceeding 50^ each. Mr. Toth i3 to discuss with the Chairman of the Promotion Committee the obtaining of a decal of the Associa tion's logotype to be put on the gauges. The status of other items assigned the Promotion Committee were reported as pending. The Chairman called for the report of the Technica Committee by its Chairman, Mr. Stumpf. Mr. Stumpf discussed the'work done at two Technica Committee meetings held on February 5th and April 19th as well as three special meetings as follows: March 5, 1963 - Meeting with Mr. Scheckler of Johns-Maaville to discuss asbestos and health. May 6, 1963 - Meetings with Mr. Kcdaris to dis cuss technical paper on sprayed fiber in plenum areas. May 10,. 19co - Special hearing of Hew fork City 3oard of Standards and Appeals. Merrier ccr.par.ifts reported on the status cf sub mission to ULI of de-dusting systems and concurred that the results obtained in the Bradley Associates dust tests be released. The Committee assisted NIKA in revising their booklet on Recommended Health and Safety Practices as it concerned sprayed thermal insulation. Regarding air erosion - the revised'method and criteria was presented to GSA and the Naval Construction 3attalion - the latter rewriting Federal Soecificaticn SS-S-ill - and in both cases the method was acceoted as submitted. The initial draft of the Kodaras paper on the use of sprayed mineral fiber in air plenum chancers was reviewed and is being revised. Mr. Stunpf will follow Mr. Xodaras for final draft by June 1, 1963. Discussion was had on proposed changes to ASTM 3-119 with temperature limitations. The State of Visccnsin rescinded their own tem perature limits criteria and are awaiting results of AST.i action. Discussion was had on the possibility of reduced beam thichness specifications when heavier bean sections are used. Pilot*tests may be required. Dr. Lieff reviewed the worh dcr.e by his tas'< force in ASTM in study of S-119. Some discussion was had concerning G3A density 'and flame spread requirements. The Chairman then discussed communications re ceived by the Association. Mr. Levine read a letter received from the of Cleveland Bureau of Building Standards and Suildir Appeals. This had references to manufacturers certif sprayed mineral fiber. The Chairman asKed Mr. 3inger to write Cleveland to find out who is presently certifying fiber. S lH O
