Following the procedure established in 1961 to control project expenditures within the budget limit, a request for authorization cf Leadin-Air expenditures must be referred to the Operating Com mittee here before commitments are made. We have prepared the enclosed Lead-in-Air request, and would appreciate your clearance before submitting it. Should the project description we have used be inadequate in your opinion, we shall be pleased to receive a proposed revision on one of the enclosed extra forms. If the request is in proper form, we would appreciate your giving it to Dr. Princi for submission under the usual procedure.
