We are networking with European and national plastics associations and have more than 100 member companies, producing over 90% of all polymers across the EU27 member states plus Norway, Switzerland, Turkey and UK. The European plastics industry makes a significant contribution to the welfare in Europe by enabling innovation, creating quality of life to citizens and facilitating resource efficiency and climate protection. Over 1.6 million people are working in close to 60,000 companies (mainly small and medium sized companies in the converting sector) to create a turnover of more than 360 bn EUR per year. The plastics industry includes polymer producers - represented by PlasticsEurope, converters - represented by EuPC - and machine monufacturers - represented by EUROMAP. [mailto JEREZ From: @exponent.com] Sent: Wednesday, October 21, 2020 5:54 PM 2966074 Thank you very much for useful meeting today to discuss how we can best collaborate on the PFAS projects we are leading at Exponent. As promised, please find below background information that | hope provides a helpful starting point to understand the projects we are working on, their scope and what information we would like to collect. We are currently working on three PFAS projects. Two are for EEA REACH Member State Competent Authorities (MSCAs) and are in the context of supporting their development of a wide-ranging restriction of PFAS. Our role is to ensure the MSCAs have sufficient and balanced information on PFAS and their alternatives to carry out their work. Both projects are socio-economic analyses of the market place for PFAS and their alternatives and are to be finalised in December 2020. We would really appreciate your help in providing market data. The projects are: * PFAS use in packaging material, food Contact Materials (including non-stick kitchenware), transport of food and feed and food & feed processing equipment (Netherlands) * PFAS-based fluorinated gases (F-gases) used as refrigerants or in other applications (Norway & Denmark) We are also carrying out a further marketplace study for the OECD PFC Group on PFAS in coatings (non-food contact), paints and varnishes (due in March 2021). From what | understand so far, the project of most relevance to our discussions is the project on food with the Dutch. However, if any of your members' products are F-gases or used in coatings (non-food), paints and varnishes please can you inform us or ask them to contact me directly to discuss. The PFAS/Food project is solely concerned with preparing a market analysis of the PFAS used in the EEA and their alternatives. The market analysis includes: quantities used, market share of different substances and alternatives, usage trends, numbers of users and their locations, their profits and turnover, substitution costs, economic and social impacts of substitution. We also need to understand the technical aspects of PFAS use in sufficient detail to be able to prepare an account of the specific function they have in the various applications. The uses we have already identified include: in food and feed packaging; coatings for cookware and utensils; in tubes, valves, pumps and lorry tanker linings; commercial food belts; commercial baking equipment such as trays; and OXygen sensors. We have access to the evidence provided in the call for evidence, and already we see the following data gaps: * Tonnage of PFAS used in the food and feed sector (preferably disaggregated into different uses and by substance if available) Information on PFAS used in cookware and utensils * PFAS use in the animal feed and pet food sector PFAS use in the transport sector * Economic and social impact data. EN Exponent is working with a socio-economic expert, of EMRC on this project and we would therefore like to include in our discussions if that is acceptable from your side. is in copy of this mail. The manufacturing of PFAS and their reclamation/disposal are outside of the scope of our project as are aspects relating to human health and environmental properties. We are of course particularly aware of the need to protect confidential business information. Your members should be aware that most of the information in our report will be placed in the public domain, although there is the possibility to keep data confidential. We ask therefore that all information that is provided to us is clearly labelled as confidential if it cannot be placed in the public domain. The use of aggregated data is also acceptable for CBI reasons. Another consultancy, RPA UK Ltd. is leading a separate PFAS project for the MSCAs on PFAS production and polymers. They would also like to discuss issues relating to their project with you and | suggest we try to coordinate our respective discussions for maximum efficiency e.g. having a back-to-back meeting? | will contact RPA to discuss. We look forward to working with you and your members on this important project.
