Dear Administrator Pruitt,
I am writing to request a meeting with you in the very near future to discuss an action taken by EPA before the start of your tenure as Administrator that, if permitted to stand, will have extremely adverse consequences for America's maritime industry.
In previous correspondence with you and your staff, we have described how an Obama Administration appointee in EPA Region 10 made the decision -- only hours before the inauguration of President Trump -- to allow the State of Washington to move forward with the designation of the entirety of Puget Sound as a No Discharge Zone. This decision, published on February 21, was made over the deep, longstanding concerns of the maritime industry. In March, we requested that EPA rescind the decision, and we understand that your staff is considering that request. However, we recently learned that Washington Department of Ecology staff members have told stakeholders that they will take steps to designate the No Discharge Zone imminently. Before that happens, or before EPA makes a decision regarding the rescission, we would very much appreciate an opportunity to present our case that this designation is both unnecessary and injurious.
